bid open : The Owner Accepts No Responsibility for Any Submittal of Bids Prior to Their Presentation at the Date and Hour Indicated for the Formal Bid Opening. The Work Consists of the Dredging, Removal and Proper Disposal of Sludge From the 48 Million Gallon (Mg) Capacity Sludge Lagoon That Receives Flows From the Pequannock Water Treatment Plant. The Sludge Lagoon is Located Approximately Two Miles Away From the Wtp and is Situated Adjacent to the Charlotteburg Reservoir. The Project Includes the Removal of Filter Media/sludge Material From the Backwash Holding and Decant Tanks at the Pequannock Water Treatment Plant, Which Will Be Performed on a Quarterly Basis. The Project Includes on-call Services for the Removal and Disposal of Sludge From the Pequannock Water Treatment Plant. The Project Includes the Hauling and Disposal of Dewatered Sludge Cake From the Pequannock Residuals Treatment Facility, Which Will Be Performed on a Weekly Basis. Each Bid Shall Be Submitted in Accordance With the Instructions to Bidders and Shall Be Accompanied by a Bid Security in the Form of a Bid Bond, Cashier's Check, or a Certified Check Made Payable to the City of Newark in an Amount Equal to 10% of the Amount of the Total Bid, but Not Exceeding $20,000. No Bidder May Withdraw His/her Bid for a Period of Sixty (60) Calendar Days After the Actual Date of the Opening of the Bids, Except for Reasons Covered Under N.j.s.a. 40a:11-23.3. The Successful Bidder Must Furnish a 100 Percent Performance Bond and a 100 Percent Payment Bond With a Surety Company Licensed in the State of New Jersey, and Meets the Requirements of N.j.s.a. 2a:44-143. Surety Company Shall Also Be Listed on Latest Version of the U.s. Department of Treasury Circular 570. Complete Instructions for Filing Bids Are Included in the Instructions to Bidders. N Addition, the Contractor Must Certify That at Least 25% of the Total Contract Bid Price Will Be Directed and Paid to a Minority Business Enterprise, Either Through Joint Venture Arrangement, Partnerships, Subcontractors, the Purchase of Goods and Services or Any Other Method Available. The Term "Minority Business Enterprise" Means a Business at Least Fifty-one (51) Percent of the Stock of Which is Owned by a Minority Group Member. "Minority Group Members" Are Citizens of the United States, Who Are Black, Hispanic, Asian American, Indians, Eskimos, and Aleuts. Successful Bidders Shall Be Required to Attend a Meeting With, and Obtain Clearance From, the City of Newark's Office of Affirmative Action Prior to Execution of the Contract. An Additional Seven Percent (7%) of the Total Contract Bid Price Will Be Directed and Paid to a Woman's Business Enterprise, Either Through Joint Venture Arrangements, Partnerships, Subcontractors, the Purchase of Goods and Services or Any Other Method Available. The Term "Women's Business Enterprise" Means a Business Where at Least Fifty-one (51) Percent of the Stock is Owned by Women. The Owner Reserves the Right to Reject All Bids in Accordance With N.J.S.A. 40a:11-13.2 and Waive Minor Informalities.
