Renovation of a multi-residential development in Ellicott City, Maryland. Working plans call for the renovation of a multi-residential development.
As of May 2, 2024, the owner has determined a prequalified list of general contractors. A timeline for the awarded has not been made. The Howard County Housing Commission is the owner of the 25-unit apartment building community known as Tiber Hudson and located at 3120 Burgess Mills Way, Ellicott City, MD 21043. The Commission seeks to enter into a contract with a qualified and experienced contractor (the "Contractor") to supply all labor, material, and permits to remove and dispose of existing roofing at the Property down to decking and replace with materials as specified herein (the "Project"). See Section 4 of this RFP for the Project's Scope of Work. The contractor will supply all labor, material, and permits to remove and dispose of existing roofing down to decking and replace with below reference materials. Estimated square footage is 11,000 sqft of pitched roofing and 1,500 sqft of flat roofing. Building measurements for exact square footage, flashing needs, transition needs, and drain needs will be obtained by the Contractor. The Contractor shall inspect roof prior to operations and provide any/all precautionary measures to ensure the safety of workers and residents of the community affected by operations. . Bid Bond (Complete Document E). Provide a bid bond equal to five percent (5%) of the Total Cost line amount provided in the "Base Bid Installation" section of the Bid Form (Document D). Payment and Performance Bonds. If the awarded contract amount is at least $50,000 but does not exceed $100,000 the Contractor shall provide payment and performance bonds equal to 50% of the awarded contract amount. If the awarded contract amount exceeds $100,000, the Contractor shall provide payment and performance bonds equal to 100% of the awarded contract amount . Davis-Bacon. The work to be performed under the contract is subject to the Davis-Bacon Act and the Contractor and all subcontractors will be required to document and pay prevailing wages and fringe benefits and carry out all other related obligations under the Act. The Contractor and all subcontractors will be required to submit copies of Davis Bacon WH-347 DBRA Certified Payroll Forms to the Commission on a weekly basis. See the attached Exhibit B for the current wage rates that apply to the Project. If the wage rates are updated after the issuance of this RFP but before the contract is executed, the updated wage rates will apply to the Project Questions concerning this RFP must be made in writing and e-mailed to questions@househoward.org. Questions must be received no later than 5:00 p.m. ET on April 8, 2024. Answers to questions and any addenda/amendments to the RFP will be posted by April 12, 2024 on the Commission's website at online The Commission reserves the right to perform investigations as may be deemed necessary to ensure that competent personnel and management will be utilized in the performance of the services.
