The ORHA Development Corporations reserves the right to waive any informalities and to reject any or all bids. All bidders must be General Contractors fully licensed in the State of Tennessee. All bids must be made out on the Bid Form and Work Write-Up Forms provided with the Contract Documents. The Contract includes several projects for bid, and bidders may bid on one single project or all projects. The ORHA Development Corporation encourages minority, women owned enterprises and Section 3 business firms to submit bids for this contract. A Bid Bond is not required for this solicitation. Bidders must comply with the Presidents Executive Order Nos. 11246 and 11375, which prohibit discrimination in employment regarding race, creed, color, sex or national origin. Bidders must certify that they do not, and will not, maintain or provide for their employees any facilities that are segregated on the basis of race, creed, color, or national origin. No bidder may withdraw his bid within Sixty (60) days after the actual date of the opening thereof. It will be the responsibility of the contractor to meet the requirements of the 2012 International Residential Code , International Plumbing Code, International Mechanical Code, International Energy Conservation Code and all other applicable codes, regulations, and ordinances that apply to the jurisdiction where the work is being performed. The contractor shall obtain all necessary permits and inspections required by all laws, regulations, or public authority having jurisdiction. The contractor shall pay all permit fees, tap fees, temporary utility connection charges, and other expenses in connection therewith this project. The contractor shall obtain certificates of all inspections and submit a copy of each to the Housing Inspector prior to approval for partial and final payments. Todd H. Kennedy (Inspector) was hired by the Oak Ridge Housing Authority to conduct a lead-based paint inspection and risk assessment at the home of: BRADLEY & CONNIE CLAGG 102 QUINCY AVE. OAK RIDGE, TN 37830 Todd H. Kennedy (Certification # TNLBP2007-2014-7909R), a State of Tennessee licensed lead-based paint (LBP) Risk Assessor, conducted the inspection and risk assessment. The inspector’s responsibilities were to conduct a visual assessment examination during the initial walk-through of the home, perform an interview with the homeowner, collect and analyze environmental samples to determine the presence of lead-based paint (LBP) hazards, document findings, and recommend lead hazard control options. The initial walk-through, visual assessment, homeowner interview, and environmental sampling was conducted on June 29, 2022. The dwelling was built in 1948 and is approx. 1,100 Sq. Ft. on a concrete slab foundation. A total of zero (0) deteriorated paint chips, four (4) dust wipes, and one (1) composite soil samples were collected throughout the residence for lead content. All deteriorated paint was tested using a Niton XLP 300a XRF testing device. Forty-Two (42) deteriorated paint locations were sampled for lead content. The location of the XRF sampled areas, dust wipes, and soil samples are contained within this report along with the results of each sample.
