Work under this contract includes installation of precast drainage tops for the 2024 Road Improvement Project. In limited cases, full drainage structure replacement may be required. Note that basin tops and precast basin sections will be purchased by the Town and made available to the awarded contractor. The scope of work also does not include other appurtenant work such as topsoil, turf establishment, paving, or curb installation. The awarded contractor will be responsible for maintenance and protection of traffic. Proposals may be mailed to the Purchasing Agent, Town of East Hartford, 740 Main Street, East Hartford, Connecticut, 06108 by USPS, FedEx, or UPS, or delivered in person to the Office of the Purchasing Agent at the Community Cultural Center, 50 Chapman Place, East Hartford, Connecticut, 06108. Proposals may also be placed in the drop box located at 50 Chapman Place. Please note that the physical location of the Office of the Purchasing Agent is changing due to Town Hall renovations, but the mailing address remains the same. Requests for information (RFIs) will be accepted via email to the Purchasing Agent (menman@easthartfordct.gov) and the Town Engineer (dwilson@easthartfordct.gov) on or before FRIDAY, APRIL 4, 2024. Bid security in the form of a 5% bid bond, payable to the Town of East Hartford, is required of all bidders. A Performance Bond and Labor and Materials Bond will be required of the awarded bidder. The Town reserves the right to reject any or all bids, or any part of all bids, to waive any informality, and reserves all other rights as detailed in the Contract Documents when such action is in the best interest of the Town. This is a prevailing wage bid and the wage rates are attached within the Bid Specifications. In accordance with state law, each contract for the construction, remodeling or repair of any public building or public works or improvements shall contain the following provision when the cost of construction, remodeling or repair exceeds the limits as provided in Connecticut General Statutes 31- 53; "the wages paid on an hourly basis to any mechanic, laborer or workman employed upon the work herein contracted to be done and the amount of payment or contribution paid or payable on behalf of each such employee to any employee welfare fund, as defined in Subsection (h) of Section 31-53 for the Connecticut General Statutes, shall be at a rate equal to the rate customary or prevailing for the same work in the same trade or occupation in the Town of East Hartford. Any contractor who is not obligated by agreement to make payment or contribution on behalf of such employees to any such employee welfare fund shall pay to each employee as parts of his wages the amount of payment or contribution for his classification on each pay day". *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
