Site work and paving for a mixed-use development in Portland, Texas. Completed plans call for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The project consists of drainage improvements including the excavation of a major outfall channel, concrete box culvert placement for road crossings at SH 893 and Hunt Roads with headwalls/wingwalls, placement of a concrete stormwater management structure near the outfall, placement of large rock rip-rap, placement of tied concrete block, pavement repair, traffic control, stormwater pollution prevention plan, and minor utility adjustments. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to City of Portland or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. The project to be constructed will be financed with assistance from the General Land Office (GLO) under the U.S. Department of Housing and Urban Development Community Development Block Grant - Disaster Recovery (CDBG-DR) program and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than, the federally determined prevailing Davis-Bacon and Related Acts wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin. All contractors and subcontractors must be cleared (not suspended or debarred) prior to any formal action authorizing the award of a contract to the contractor. Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, and labor surplus area firms are encouraged to submit bids. The City of Portland reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the City of Portland for a period not to exceed 90 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award
