The Santa Cruz County Sanitation District (District) is seeking qualified consulting firms (Consultants) to provide environmental consulting services on an on-call basis for sanitation engineering projects. The response to this solicitation will be in the form of a Statement of Qualifications. The performance period of the contract is 2 years with the possibility of two 1-year extensions for consultants performing satisfactorily. Any questions related to this RFQ shall be sent through the online e-procurement portal above. DO NOT Email inquiries. Questions shall be submitted before 5:00 P.M. on May 20, 2024. The structural integrity of the District facilities is essential to the safe conveyance and treatment of wastewater, and may be affected by many factors, including, but not limited to, age, corrosion, and loading conditions. Environmental consulting services are required on an on-call or as-needed basis to safeguard the Districts facilities. Consultant services may be requested when the project scope of work is outside District staffs area of expertise, or when the District does not have the required manpower to complete the project. LOCATION OF WORK Projects will be within the limits of the Santa Cruz County Sanitation District Boundaries. REQUIRED SERVICES The District seeks to award at least one on-call contract to a Consultant qualified in environmental engineering: 1. Environmental investigations and recommendations for pump station upgrades. 2. Environmental investigations and recommendations for trenchless sewer construction beneath highways and waterways. 3. Environmental analysis and recommendations related to neighborhood sewer construction beneath highways and waterways. This RFQ does not commit the District to award a contract, to pay any costs incurred in the preparation of a response for this request, or to procure, or contract for services. Oral interviews (if required): June 18, 2024 - June 20, 2024 Contract Award: August 1, 2024 The District reserves the right to accept or reject any or all SOQs received as a result of this request, to negotiate with any qualified Consultant, or to modify or cancel in part or in its entirety the RFQ if it is in the best interests of the District to do so. The District will execute up to two on-call contracts with Consultants selected through this RFQ for Environmental Consulting On-Call Services for federal, state, and local funded projects. Proposals with scope of services and budgets will be required for individual work/projects that are in excess of current purchase order limits ($35,000 at the time of this solicitation); the Board of Directors must approve contracts for these individual projects. The prospective Consultant is advised that should this RFQ result in recommendation for award of a contract, the contract will not be in force until it is approved and fully executed by the District. All products used or developed in the execution of any contract Question Response Deadline:May 22, 2024, 5:00 pm Contractor Selection Date:August 1, 2024 All qualified Consultants interested in providing these services are invited to submit their Statement of Qualifications (SOQs). The Consultant's SOQs will be evaluated and ranked according to the criteria provided in Appendix B, "Consultant / SOQ Evaluation," of this Request for Qualifications (RFQ). The Consultant's attention is directed to Appendix A, "Submittal Requirements." Submit three (3) hard copies and one (1) electronic copy in PDF format on a USB Flash drive of the Consultant's SOQs. Each response shall be submitted in a 1/2 " 3-ring binder using uncoated white paper. The maximum number of pages in the 3-ring binder shall not exceed 15 double-sided sheets (excluding resumes and separate fee schedule). The hard copies and USB Flash drive shall be received by mail or submitted to the District The method of Contractor Selection has not been Determined at this time.
