Colorado Springs Utilities (Utilities) is requesting proposals from qualified Respondents with demonstrated experience in installing aerial and underground armored fiber optic cables on GEP Smart. This Sourcing Event is for the construction and installation of Network Fiber Construction Services in up to and including ten (10) Fiber Hut Regions (FHRs) within and around Colorado Springs Utilities service territory. Proposed Start Date: 8/16/24 Expected Completion Date: 3/16/28 Scope. 3.1.The defined (fiber) architecture for this Project is primarily Gigabit Passive Optical Network (GPON): an all-passive network from a FH to the MST with unsplit and split fibers designated throughout. 3.2.As part of this Project, Contractor will expand Utilities existing fiber network by managing and constructing the Network Fiber across, up to and including ten (10) different FHRs within and around Utilities’ service territory that exist as of the effective date of this Contract. The Network Fiber begins at the zero vaults located at each FH and ends at the MST locations. Contractor will be responsible for ensuring all aspects of the Contract are met, including but not limited to schedule, quality, adhering to local, state, and federal regulations, and staffing, including management of subcontractors, all of which will be managed by the Contractor to mitigate the risks of the Work. 3.3.Contractor shall splice in accordance with Attachment A5 – Colorado Springs Utilities Fiber Splicing and Connections Quality Control Standards, and Section 4.4 of this Exhibit A. Utilities reserves the right to perform splicing upon written notification to Contractor. Utilities anticipates that it will be responsible for acceptance testing; however, Utilities reserves the right to request that Contractor perform acceptance testing pursuant to a Work Change Directive issued by Utilities’ Representative, which such Work Change Directive will be included in a Change Order in accordance with the Contract requirements for changes in Work.
