The City of Phoenix is seeking up to three qualified consultant teams to provide Professional Services for the following efforts: o Package 1: Advanced Water Purification Permitting Strategy, Source Water Characterization, and Pilot/Demonstration Facility Planning o Package 2: 91st Avenue Advanced Water Purification Facility Feasibility Study o Package 3: Hydraulic and Water Quality Modeling and Interconnect Evaluation. The City of Phoenix Water Services Department is proactively searching for sustainable measures to secure safe, reliable, and long-term drinking water supplies for its customers. To this end, the City conducted a preliminary evaluation of several Advanced Water Purification Facility (AWPF) alternatives that incorporate the City's existing and planned water and wastewater infrastructure with the anticipation that the Arizona Department of Environmental Quality (ADEQ) will adopt rules to implement an AWP program by December 31, 2024. One component of the preliminary evaluation included implementing advanced water treatment at the 91st Avenue Wastewater Treatment Plant (WWTP). The proposed AWPF would be located adjacent to the 91st Avenue WWTP. The 91st Avenue WWTP is located on a 560-acre site just east of 91st Avenue, south of Broadway Road and north of Southern Avenue. The plant is owned by the Sub-Regional Operating Group (SROG) and operated by the City of Phoenix. The 91st Avenue WWTP has the capacity to treat 230 million gallons per day (MGD). The proposed AWPF would improve the ability to meet long-term water supply needs by strategically managing available water resources and alleviate stress on freshwater sources and natural systems. In addition to treating City of Phoenix flows, the facility could treat flows from other Valley partners and provide regional drought resiliency. Advanced purification processes are anticipated to include ozone, biologically activated carbon, side-stream reverse osmosis, granular activated carbon, and ultraviolet advanced oxidation process. Brine management is anticipated to be handled through a partnership with the Arizona Public Service (APS), but provisions for onsite management should be made. The City will select which consultant will be awarded which package based on the Statement of Qualifications. The highest ranked firm will not necessarily be awarded package 1 but will be awarded the package that most aligns with the firm's qualifications. The selected consultants will work as a team with other design consultants and City staff to ensure an efficient, consistent, and seamless approach to make this a successful Program. The "Draft 91st Avenue Advanced Water Purification Facility Pre-Feasibility Study" is available to review. The report is available on the 8th floor of City Hall on a "first come first serve" basis.
