The City of Phoenix is seeking a qualified consultant team to provide engineering services for the Water Service Department's Galvanized Service Replacement program. Services may include design and construction administration and inspection services. This project will utilize federal funds through the Water Infrastructure Finance Authority (WIFA) and is subject to the requirements of 49 Code of Federal Regulations Part 26. The program will support the Water Service Department's Galvanized Water Service Line Replacements Job Order Contracting (JOC) program. This program will replace water service lines from the City side service line from meter to water main and customer side service lines on private property from meter to the customer spigot within the City of Phoenix water distribution system. This work will be within City of Phoenix city limits and adjacent municipalities. This contract will oversee multiple JOC programs. The services provided by the selected firm may include, but are not limited to: o General project administration, construction inspections of water service line repair and replacement. o Resident engineering services during construction as needed o Develop plumbing design drawings for private property o Preparation of design documents and details for replacement of either or both customer side and City side service lines o Track, document and verify information required to comply with federal funding requirements - see Attachment C. o Coordinate and notarize right of entry authorization documents for access to customer property o Coordinate private plumbing permits and inspection with City of Phoenix Planning and Development o Daily interaction with contractors to clarify job requirements o Administration of contractor's contract o Decision-making regarding technical project issues, interpretation of plumbing code, MAG specifications and City supplements to MAG and City of Phoenix water design standards o Monitoring of job progress and meetings as required o Inspect installation of various copper service lines from water main to meter and from meter to customer spigot o Provide engineer estimates including bid tabs o Review and certification of progress payments and job orders o Preparation of record of service repairs and/or record of drawings as needed o Public information and public relations services, and coordination with other City Departments, governmental agencies, and City of Phoenix Water staff o Inspection of water service line repairs o Coordination of water line shutdowns with City staff and demonstrate knowledge and pre-planning of water line shut down process o May include the use of City provided web-based application for data collection.
