Site work and new construction of a water / sewer project in Vestal, New York. Conceptual plans call for the construction of a water / sewer project; and for site work for a water / sewer project.

A Preliminary Engineering Report was prepared by GHD at the request of the City of Binghamton for the Terminal Pumping Station (TPS) in 2018. The 2018 report was approved by the New York State Department of Environmental Conservation (NYSDEC), and included recommendations for improvements to the TPS, such as in-kind replacement of channel grinders, gates and valves, hoists, and general building improvements. The purpose of the 2023 report was to update and modify the 2018 report, which now includes the recommendation of replacing the channel grinders with mechanically cleaned bar screens. Recent observations at the Plant have shown that the pumped flow from the TPS carries a trash load that can blind the fine screens at the headworks of the Plant. At the TPS, the sewage is processed through the existing channel grinders, but in the approximate 1.6-mile-long force main, the ground up trash pieces recombine, causing large masses of trash to blind the fine screens at the Plant. Operational experience with the new mechanical fine screens at the restored and rehabilitated Plant shows the TPS should be modified to remove the trash at the TPS instead of grinding and conveying it to the Plant. The trash load from the TPS can blind the fine screens at the Plant. The blinding of the fine screens can activate a bypass weir that then conveys unscreened wastewater to down gradient treatment processes. This can put unnecessary wear on these treatment process and cause performance issues. Ultimately this may lead to poorer water quality reaching the Susquehanna River and the Chesapeake Bay and potential noncompliance with the SPDES permit and the TMDL. It is recommended to replace the TPS channel grinders with mechanically cleaned bar screens, similar to the screens that are on the Binghamton side of the system (upgradient of the fine screens at the Plant). This would provide a common approach in the material handling - coarse screening would occur for both streams ahead of the fine screening at the Plant.
