“The owner has determined a prequalified list of general contractors. A timeline for award has not yet been established.** The City of Detroit (City or Owner) is located approximately 53 miles east of the City of Salem, near the northeastern bank of Detroit Lake in Marion County. The City is preselecting membrane filtration treatment systems for inclusion in the forthcoming Water Treatment Improvements Project. This project will consist of the replacement of the City's Temporary Membrane Filtration System in the new Water Treatment Plant Building. HBH Consulting Engineers, Inc. will serve as the City's Engineer for the project and preselection process. The City will preselect the Membrane Filtration System Equipment through the process described by this Request for Proposals (RFP). The scope of system equipment and services to be provided shall include, but is not limited to, design, manufacturing, supply, delivery, installation support, commissioning, initial performance testing, and on-site training (hereinafter referred to collectively as "Equipment"). The City will procure the selected membrane filtration equipment, appurtenant equipment, and services per this RFP via a direct (pre-purchase) contract with the Supplier. Equipment will be installed by a contractor through a competitive bid process. The City will procure the services of said installation and construction Contractor at a later date. At this time, it is estimated that the General Contractor will be under contract with the City by summer/fall of 2024 . The proposal shall provide, at a minimum, all detailed information required in the Request for Proposals contained herein. Proposers are instructed to comply with this Request for Proposal in its entirety and provide all requested information and certifications. The City may cancel this solicitation or preselection or reject any or all proposals, in whole or in part, when the cancellation is in the best interest of the City as determined by the City. Detailed questions and inquiries about this RFP should be emailed to HBH Consulting Engineers, Inc, Attn: Matthew Del Moro, PE at mdelmoro@hbh-consulting.com. The deadline for questions is April 17, 2024. Any changes to the RFP will be in the form of an Addendum issued on or before April 25, 2024. The project includes a new membrane water treatment system. The selected Equipment will be designed to meet Detroitis treatment needs of 300 gpm instantaneous flow rate, at the raw water quality design parameters and performance requirements listed in Section 5.0. Average recovery for the system shall be at least 95% when turbidity is 10 NTU or less. The new equipment will be housed in the existing building, adjacent to the existing treatment unit. Equipment access into the building is limited to an overhead door measuring 10i wide by 12i high. New membrane equipment must be sized to fit through this access door. The Membrane Filtration System, including required pre-filtration strainers and CIP system must fit within the area listed as ifuturei on the as built drawings. The footprint of the system shall not impede the existing roll up door or entry door. The existing WTP building has a vaulted roof with a ceiling height ranging from 14i-0i to 20i-8i. Units with larger space requirements will be evaluated considering building, equipment, or instrumentation alterations required for such equipment. The building cannot be expanded beyond the existing footprint. The raw water piping will be configured so that all raw water is held in the 1,000-gallon tank. The membrane skid will utilize feed pumps to send water from the tank through the membrane skid. Treated water from the new facility will be disinfected and pumped directly to the reservoir for contact time prior to distribution. A 1,000-gallon treated water tank is available for use as the backwash supply tank. Waste from backwashing will be discharged into a holding pond that will be constructed on site as part of another project. The supplier shall include a backwash system utilizing the 1,000-gallon tank and a pumped backwash discharge system or shall submit an alternative backwash supply proposal. The scope of Membrane Filtration System Equipment supplier shall include supply, deliver, installation instruction, and start-up of one (1) low pressure or submerged membrane system including the components listed herein. Filtrate water quality and quantity and other performance requirements shall be as specified in Section 5.0. The new equipment shall be designed as skid-mount units to the greatest extent possible to facilitate rapid installation and connections. The equipment shall include a PLC-based control system with HMI interface as well as full access to the plant from the Cityis PC-based SCADA
