Grand County, Utah, is a local government unit in southeast Utah, with a population of ~9700 residents in ~3700 square miles. In addition to being a well-known tourist destination, the County has a diverse business community and a growing residential population. This Request for Proposals (RFP) will assist the County in selecting an experienced consultant, or team of consultants, to conduct a comprehensive and up-to-date IFFP and associated IFA study to determine appropriate impact fees for Fire/EMS, Sheriff, Commercial and Residential Water, Wastewater, Transportation (roads), Environmental Mitigation, and Parks and Recreation. The IFFP and IFA shall satisfy the requirements of Title 11, Chapter 36 of the Utah Code, "Impact Fees Act," (Exhibit A) as well as other applicable federal and state laws. The County requires a thorough study and final report that evaluates County impact fees and associated facilities. This study will include a review of the County's Facilities Master Plan, and must include the method of calculation, and documentation of relevant data in a manner that conforms to Utah State Code. Resultant IFFP and IFA should, where applicable and to the extent permitted by Utah State law, take into consideration Grand County's large trail network, typical tourist (non-resident) use, and potential tourism growth alongside permanent resident growth. This RFP is part of a competitive procurement process which helps to serve the best interests of the County and its citizens. It provides each Respondent with a fair opportunity for its services to be considered. Throughout the remainder of this document said Respondent will be referred to as "Consultant". The County reserves the right to amend the RFP by an addendum at any time prior to the date set for receipt of proposals. Addenda or amendments to this RFP will be sent via email to all firms who respond to this RFP. If revisions are of such a magnitude to warrant, in the County's opinion, the postponement of the date for receipt of proposals, an addendum will be issued announcing the new date.
