All questions related to this Invitation for Bid should be directed to Pam Dawson, Senior Procurement Specialist via email at pam.dawson@jamescitycountyva.gov James City County Department of General Services is seeking bids from qualified contractors to perform asphalt repair work at the Jamestown Beach Event Park located at 2205 Jamestown Road, Williamsburg, VA 23185. 1. The work under this Scope is tentatively scheduled to begin late spring/summer 2024. 2. Contractor to mill asphalt as referenced on the Site Plan in Appendix D. 3. All paving joints will be sawcut. 4. Contractor to undercut two pavement areas with unsuitable base as referenced on the Site Plan in Appendix D. Place and compact 12" of 21A stone in undercut areas. Dispose of all material spoils. 5. Contractor to place 2" of SM 9.5A asphalt in milled areas. 6. All work and materials are to comply with the Hampton Roads Planning District Commission, Sixth Edition of the Regional Construction Standards. 7. Contractor will coordinate all work schedules with the designated Project Manager. As such, work will be scheduled to provide minimal impact to the public's use of the facility. 8. Contractor to provide traffic control measures as necessary. 9. Contractor shall conform to all applicable codes, safety and regulatory requirements mandated by the Federal, State, or local government including, but not limited to, the following: a. Virginia Department of Labor, Virginia Occupational Safety and Health (VOSH) regulations b. Virginia Department of Transportation (VDOT)- Road and Bridge Standards c. Manual on Uniformed Traffic Control Devices (MUTCD) and the Virginia Work Area Protection Manual. 10. Contractor is responsible for verifying all measurements and quantities prior to bidding. This is an American Rescue Plan Act (ARPA) State and Local Fiscal Recovery Funds (SLFRF) project. This project is funded in part by grants from Federal and State agencies and is subject to certain provisions as indicated in this IFB. The Contractor shall not perform any act, fail to perform any act, or refuse to comply with any James City County (JCC) requests which would cause JCC to be in violation of Federal and State agency terms and conditions as referenced herein. Davis Bacon wages are not required under the grant being utilized for this project and there are no Disadvantaged Business Enterprise (DBE) goals. While contract goals have not been established for this contract, offerors are encouraged to employ reasonable means to obtain DBE participation. Federal and State requirements are subject to change. The Bidder is responsible for complying with the most current regulations. The Bidder agrees that the most recent of such Federal and State requirements will govern the administration of the Contract at any particular time during the Contract's performance, unless JCC issues a written determination otherwise. Additionally, JCC follows Virginia procurement laws. Accordingly, all applicable State requirements will apply. Bidders are expected to become familiar with these requirements and shall not submit Bids if unable to execute a Contract containing such provisions. JCC will provide a Contract containing these provisions for execution by the prospective Contractor that is selected. Bidders shall not use their own standard contracts for this engagement.
