The El Dorado Irrigation District (District) is proposing to replace manage video security, access control, and burglar alarms for District sites and facilities. The District intends to prequalify contractors to receive an invitation to respond to a forthcoming request for proposal (RFP). The project is expected to be a multi-phase, multi-year project to update, upgrade, replace, and/or install new video security cameras, video security management system (VMS), electronic control access management software, electronic access control hardware, and burglar alarms. The District estimates that the first phase of the project will encompass six (6) sites with an estimated value of $350,000 to 400,000. The total project will likely take 5-7 years to complete for a total estimated value of $1,000,000 to $2,000,000. The selected contractor will install, manage, and provide ongoing maintenance of the new security system. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. All pre-qualification questionnaire envelopes will be time-stamped to reflect their submittal time. Pre-qualification questionnaires received after the submission deadline will not be accepted and will be returned unopened. The District will not accept pre-qualification questionnaires submitted by e-mail or facsimiletransmission. All questions about the meaning or intent of the pre-qualification documents must be submitted in writing (via e-mail) to Project Manager, Daniel Newsom, no later than 3:00 p.m. local time on April 19, 2024, to the following e-mail address: Email: dnewsom@eid.org The District reserves the right to adjust, increase, limit, suspend, or rescind the prequalification rating based on subsequently learned information. Contractors whose rating changes are sufficient to disqualify them will be notified and given an opportunity for a hearing consistent with the hearing procedures described below for appealing a prequalification rating. The El Dorado Irrigation District covers an approximately 220 square mile service area, generally located in El Dorado County, CA, and extends to Lake Tahoe in the east and the City of Folsom to the west. The District sites and facilities include but are not an exhaustive list, the District Headquarters, El Dorado Hills Water Treatment facility, El Dorado Hills Waste Water Treatment facility, and those located in forested areas. Sites as part of the whole proposed project also include pump stations, treated water reservoirs, raw water flumes and canals, and other remote sites, many of which have limited connectivity options. The existing video security system is comprised of approximately 100 IP-based video 1cameras from several different manufacturers with varying capabilities and features. The existing access control system is installed on over 200 doors at 20+ facilities. The existing alarms are installed at 20+ sites with over 600 total sensors. Sensors include door and window strike sensors, motion detection, glass break detection, and equipment status sensors. The existing locations are connected to the District Headquarters via a mixture of ASE circuits, radio, cellular modems, leased fiber, and copper lines. The District desires to have the selected vendor install an integrated, centrally controlled, and administered system that has a single administrative console to monitor, maintain, and perform administrative tasks for badge access, burglar alarm monitoring, and video management functions. After an extensive review of available products, the District has narrowed down the potential solutions to those provided by Avigilon (Motorola) or Verkada. The District intends to update or replace all hardware and software over the course of the full project timeline while maintaining the existing systems as needed.
