Renovation of a multi-residential development in Apex, North Carolina. Completed plans call for the renovation of a multi-residential development.

Per Addendum 3- Project Bid Date Extended Laundry/Mechanical Room Renovations: General: The current laundry / mechanical room is very full of equipment. The tank-style, gas water heater has to be removed in order to install / remove tenant washing machines. The Owner wishes to make this a simpler process for tenants / Maintenance. To do so, a new double door is to be installed, water valve, lines and drains relocated, asbestos flooring abated, ducts and exhaust replaced, washer box relocated and new smaller tankless water heater installed. Work provided shall include the relocation of all mechanical, plumbing and electrical items as required to achieve the desired re-designed laundry/mechanical room. 1. Remove existing water heater and salvage to Owner. Provide new wall mounted tankless water heater. Coordinate clearances with other fixtures within laundry / mechanical room. Provide all new M.E.P. connections as required by codes. 2. Remove existing mechanical and exhaust ducts from appliances to ceiling/chase. Provide new HVAC supply ducts and exhaust ducts in accordance to code. Installation of new ducts shall be installed above door head to provide as much vertical clearance within the room. Exhausts shall connect to existing ducts in chase and existing discharge through roof shall be maintained. 3. Existing washer box shall be relocated as indicated on drawings. Relocate supply and drain lines as required. 4. Existing VCT flooring/mastic contains asbestos. The concrete slab shall be required to be removed as part of this Scope of Work. Thus, the asbestos shall be abated. Abatement work shall occur in containment in such a way that the tenants do not have to be displaced overnight. The Dunn Housing Authority will ensure tenants will be out of the apartments during the abatement work from the hours of 8am to 5pm for a maximum of Three (3) consecutive calendar days. 5. New tankless water heater shall be provided with new PVC duct (assuming condensing type is used). A separate 2" PVC intake and exhaust duct shall extend from water heater through 2nd floor chase and into attic. Connect both intake and exhaust into new 2' concentric vent kit that penetrates the roof. General Contractor shall provide all roof repair including a 18"x18" adhered ice and watershield layer direct to plywood deck and underneath existing felt. Provide new roof boot with metal base and neoprene boot. Interior Painting: 1. Clean all walls, wood base, ceiling, window jamb, head and wood sill. 2. Remove all nails, staples, tape, and other tenant installed/applied wall mounted hangers. Repair all holes/ damage with drywall compound. 3. Patch and repair all damaged gypsum board to match adjacent surfaces. Do not fill any holes larger that 1" with drywall compound, provide gypsum board patch, cut damaged area and provide gypsum board patch, finish surface to match adjacent wall surface. A level 4 finish is required on all wall surfaces. 4. Caulk any existing cracks at all windows and doors. 5. Sand window stools as required to provide smooth finish for new paint finish. 6. Remove all switch and receptacle cover plates and provide new non-breakable cover plates and screws after painting has been completed. 7. Remove all smoke and carbon monoxide detectors, HVAC grills, exhaust fans, light fixtures, etc. from ceiling surface prior to painting, reinstall after painting is complete. 8. Existing entry door frames and doors to remain, no paint required. 9. Existing interior doors to remain no paint required. 10. Existing wood base and quarter round shall be painted. 11. Provide stain blocker on walls and ceiling as required where stains, water damage and/or off-coloring is present. 12. Paint entire apartment; walls, wood base trim, ceiling, closets, closet shelf and rod, window jamb, head and stool. Interior doors and trim have recently been replaced and do not require painting. Entry doors do not require painting. Paint to be used is Sherwin Williams - General Contractor shall coordinate paint color and finish with Owner prior to ordering paint. 13. General Contractor shall be responsible for relocation of tenant's furniture, furnishings and belongings. These items may be moved to interior of room during painting and then returned to same location upon drying of paint. Items may also be moved to other rooms and/or to an enclosed portable storage unit outside of the apartment. General Contractor shall coordinate with Dunn Housing Authority to notify the tenants a minimum of 72 hours before painting of that unit so they can begin the process of organizing their belongings. Provide all other work as shown on plans, in the project manual and as required by building codes and the authority having jurisdiction. Contractors may contact Stogner Architecture, PA directly to obtain project information and documents, All contractors are hereby notified that they must have proper license under the State laws governing their respective trades, whether or not Federal Funding is involved. North Carolina's Permanent Rules for the Lead Based Paint Hazard Management Program for Renovation, Repair and Painting (LHMP-RRP); 10A NCAC 41C.0900, became effective 11-01-2010. These rules and the associated General Statutes REQUIRE Certification of Prime Contractor, Renovators, Dust Sampling Technicians and firms conducting renovation, repair and painting for compensation that disturbs lead based paint in housing or child occupied facilities built before 1978. The Buildings in this contract have a (DOFA) Date of First Availability of: NC-79: 1975 The Buildings in this contract have not been tested in accordance with North Carolina's LHMP-RRP rules; This Contract Anticipates a disturbance of the minimum amount of painted surfaces and based on the RRP Rules the Prime Contractor is REQUIRED to be Certified prior to starting work on site and no later than within 45 days of the Bid Date. TEST PRIOR TO JULY 1997 DO NOT COMPLY WITH NC RULES. Provide a Copy of Prime Bidder's Firm Certification; CERTIFICATION must be by State of North Carolina (NOTE: EPA Certification is not accepted in North Carolina). Contractors are notified that Chapter 87, Article 1, General Statutes of North Carolina will be observed in receiving and awarding Contracts. Contractors will be responsible to ensure that economic opportunities, to the greatest extent feasible follow Section 3 Requirements 24 CFR Part 135.1 and Section 3 Clause 24 CFR Part 135.38. Each proposal shall be accompanied by a cash deposit or a certified check drawn on some bank or trust company insured by the Federal Deposit Insurance Corporation, of an amount equal to not less than five percent (5%) of the proposal or in lieu thereof a bidder may offer a bid bond of five percent (5%) of the bid executed by a surety company licensed under the laws of North Carolina and per Section 9 of Form 5369 and individual sureties must be listed on US Treasury Circular Number 570 to execute the contract in accordance with the bid bond and per HUD-5369 Sections 9 and 10. Five Percent shall be based on the maximum bid price, ie: Base Bid plus Unit Prices plus Contingency Allowance plus All Add Alternates. Said deposit shall be retained by the Owner as liquidated damages in event of failure of the successful bidder to execute the contract within ten (10) days after the award or to give satisfactory surety as required by law. (Bid Bond not required if bid is less than $100,000.00.) Refer to provisions for Equal Employment Opportunity and payment of not less than the minimum salaries and wages indicated in the project manual must be paid on this project. A Performance Bond and a Payment Bond will be required for one hundred percent (100%) of the contract price, Performance and Payment Bond not required if Bid is less than $100,000.00. Payment will be made on the basis of ninety percent (90%) of monthly estimates and final payment made upon completion and acceptance of work. No bid may be withdrawn after the scheduled closing time for the receipt of bids for a period of Sixty (60) days. The Owner reserves the right to reject any or all bids and to waive informalities.
