The Port of Bellingham (the Port) is soliciting responses from qualified engineering and environmental consulting firms to this Request for Professional Services (RFPS) to assist the Port with construction management and monitoring services for the Yorkston Oil cleanup site. Since 2002 a series of investigations have been completed at the Yorkston Oil site located at 2801 Roeder Avenue in Bellingham, Washington. The site had been utilized as a bulk fueling facility since the 1930's through approximately 2020. The majority of the fueling structures have been decommissioned and demolished. The property is currently listed by the Washington State Department of Ecology as requiring remediation under the Model Toxic Control Act (MTCA). The remedial engineering and design has been developed and the project plans and specifications bid package is anticipated to be advertised in April 2024. The components of the site remediation include: Building and miscellaneous structure demolition. Petroleum contaminated soil excavation, management, disposal, and backfill. Operation of a water management system including both excavation dewatering and stormwater. Site restoration including storm sewer connection Monitoring during and following construction to ensure that cleanup activities addressed the contamination. Development of a cleanup action completion report and other associated reporting. The Port is seeking engineering and environmental services to assist in construction management, reporting, and monitoring. Future phases of site remediation may also be included. The contract term for this work is anticipated to be May 2024 through December 2024. It may be extended for additional years subject to future budget appropriations and Commission approval. The Port of Bellingham reserves the right to reject any and all proposals submitted. The successful service provider will be contacted by the Port and will be required to execute the Port's Standard Agreement for Professional Services without modification; a copy of the agreement is attached.
