The City of Abilene, Texas, is seeking a qualified consulting firm with technical expertise to provide professional consulting services conducting a Stormwater Utility Rate Study for its stormwater fee structure. This study shall include considering and analyzing the division's historical, current and projected cost and revenue mechanisms. Costs include personnel, operational, capital, complying with the City's Municipal Separate Storm Sewer (MS4) Permit requirements and abiding by the State and Federal stormwater utility regulations. Revenues include residential, commercial, divided and environmental fees. The goal of the study is to fund the Master Drainage Plan and complete four drainage improvement projects in the next three years. The study involves comparing Abilene stormwater fee structure with that of Abilene's 10 sister cities, and at least 10 Phase I MS4 permit implemented cities. In addition to the study, the City is also seeking professional services, as needed, up until September 30, 2024 to assist with performing any additional optional tasks. Question Deadline 04/10/2024 at 5:00 PM CT Any project related questions should be submitted in writing before the due date and time to the Project Point of Contact, Srinivas Valavala at email id srini.valavala@abilenetx.gov or the City procurement at purchasing@abilenetx.gov. The anticipated schedule and timeline for the project. The study should be completed by July 31, 2024. The City reserves the right to award or reject any or all RFP's, without obligation to the Proposer. The City reserves the right to select a firm on the basis of the proposals alone, without going through the interview process. The City reserves the right to alter the schedule of selection, to reject any or all proposals, to waive technicalities, to re-solicit for new proposals, or to proceed with the work in any manner as may be considered in the best interest of the City. The method of Contractor Selection has not been Determined at this time.
