The City of Pico Rivera (City) is publishing this Request for Proposals (RFP) to solicit proposals from qualified emergency management consultants. The City is requesting proposals that provide the following: 1) update the City’s Emergency Operations Plan (EOP) and Annexes; 2) update the City’s Local Hazard Mitigation Plan (LHMP); 3) both EOP and LHMP. Each task should reflect a whole community approach and address the challenges, resources, and hazards in Pico Rivera. The update will include all elements required by the Federal Emergency Management Agency (FEMA) and the California Governor’s Office of Emergency Service (CalOES). The EOP should establish goals, objectives, and policies to reduce the potential short- and long-term risk of death, injury, and property damage from natural and man-made hazards, including fires, floods, droughts, earthquakes, climate change, and other hazards.
