SMALL LOCAL BUSINESS ENTERPRISE (SLBE) PROJECT This Invitation for Bid is limited to those entities that are certified by the City as Small Local Business Enterprise (SLBE) or that have applied for certification as a SLBE at least 45 days prior to the date of this solicitation and who will have received that certification by the date on which the bid is due. Any bid received from any entity not having submitted a timely application or not certified as a SLBE on the due date shall be rejected and will not be considered. This work shall consist of preparing and treating an existing bituminous or concrete surface with a low-tracking or non-tracking tack coat material prior to an asphalt overlay by this specification. Milled surfaces and surfaces to be overlaid shall be cleaned with a pickup street sweeper by means as described Section 2130 B immediately prior to applying tack coat. Tack coat shall not be applied more than two hours prior to the street overlay and provide 100% coverage of the surface being overlaid.
