The Building Division of the Community Development Department seeks to contract with multiple qualified firms to conduct plan review services. The City's plan review services are provided for residential, commercial, and other non-residential buildings and structures for verification of compliance with the most current adopted versions of the California Building Standards Code, City of Huntington Beach Municipal Code, relevant State and Federal Laws, review of structural calculations, and coordination between City agencies, designers, consultants, and builders in the community. Firms responding to this Request for Qualifications (RFQual.) should be able to demonstrate that the personnel that they employ on behalf of the City of Huntington Beach possess certifications and/or licenses relevant to the work they are performing. The City of Huntington Beach (City) may also need an onsite Plan Reviewer on an as needed basis to provide better customer service and for immediate response to potential issues. Qualified firms shall provide consulting services on an "on-call" basis for plan review services to be determined during the term of the contract. The contract will be for a minimum three-year term. The City will issue task orders for each assignment based upon the scope of services: qualifications, work schedule, and reasonableness of the fee. In general, the Consultant shall perform plan review services on an "on-call" basis for projects submitted to the City for building permits. The Consultant shall provide experienced personnel, equipment, and facilities to perform plan review services within established timeframes. Plan review services would be required for residential, commercial, and other non-residential buildings and structures. Typical plan review consists of the following: review of structural calculations, verification of compliance with the most current adopted versions of the California Building Standards Code, City of Huntington Beach Municipal Code, relevant State and Federal Laws, and coordination between City agencies, designers, consultants, and builders in the community. The requested review service may also include an onsite Plan Reviewer, Planning Plan Review, and Zoning Administrator, and Entitlement Processing on an as needed basis.
