The last day for questions shall be Friday, May 24, 2024, at 5:00 p.m DISCLAIMER: If a Contractor wants to bid on this project they MUST purchase the bid documents directly from LAN Associates by calling 201-447-6400 or emailing Kim Hauser at kim.hauser@lanassociates.com or biddocs@lanassociates.com Notice is hereby given that the Rochelle Park Board of Education will be receiving sealed bids at the Board offices located at 300 Rochelle Avenue, Rochelle Park, NJ 07662 for the following project: CONTRACT #6 - ROOF REPLACEMENT AT MIDLANDSCHOOL#1 This Project is being funded by capital reserve funds and by funds provided by the New Jersey Schools Development Authority through an Educational Facilities Construction and Financing Act Section15Grant,with 0 percentage financed from non-governmental sources. Grant # G5-7001. Bid documents for this project will be available for review and/or purchase (link) between the hours of 9:00 a.m. & 4:00 p.m. on business days at the offices of LAN Associates, Engineering, Planning, Architecture, Surveying, Inc. (LAN), 445 Godwin Avenue, Midland Park, NJ 07432. Bid documents shall be available via link by emailing biddocs@lanassociates.comreferencingthe name of the project. Documents will not be sent via overnight mail or US mail. It is STRONGLY ENCOURAGED that Bidders attend the Pre-Bid Conference for purposes of clarifying specific information concerning the Project work, hearing other Bidders' questions regarding various aspects of the Project and the answers thereto, and learning the manner of proper completion and submission of the Bid Documents to ensure a responsive Bid. A Bidder's failure to attend the Pre-Bid Conference is at its own risk. The last day for questions shall be 5/24/24 at 5:00 PM. All bidders must use and complete all bid forms and must comply with every requirement contained in the instructions and specifications. Every bid must be accompanied by a certified check or a bid bond in the amount of ten percent (10%) of the bid, but not more than $20,000. All bidders and their subcontractors shall be registered with the New Jersey Department of Labor at the time of bid, pursuant to the Public Works Contractor Registration Act, N.J.S.A. 34:11-56.48et seq. While it is encouraged that the Bidder include, whenever possible, with its bid its own Certificate and that of all subcontractors, same shall be provided to the Rochelle Park Board of Education prior to the contract award. Pursuant to P.L. 2004 c.57, (N.J.S.A. 52:32-44) all bidders and subcontractors must have a New Jersey Business Registration Certificate issued by the New Jersey Department of Treasury, Division of Revenue. Pursuant to N.J.S.A. 52:32-44, all Contractors who bid on this School Facilities Project shall provide a copy of the business registration certification, issued by the Department of the Treasury, at the time of submission of their bid proposals to the District. The Contractor must (a) obtain proof of valid business registration from a Subcontractor before entering a Contract with the Subcontractor and shall forward said business registrations to the District; (b) provide written notice to all Subcontractors that they are required to submit a copy of their business registration certificate to the Contractor; and (c) maintain and submit to the District a list of the names of any Subcontractors and their current addresses, updated as necessary during the course of the Contract performance, and to be complete and accurate before a request for final payment is made. It is encouraged, however, that the Bidder include with its bid the Business Registration Certificates of all subcontractors. Bidders are required to comply with the requirements of N.J.S.A. 10:2-1 et seq., "The Law Against Discrimination" and Affirmative Action, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. Pursuant to N.J.S.A. 18A:18A-26, in order to be eligible to submit a Bid for a Project, the Bidder and/or its subcontractor(s) shall be classified by NJDPMC and NJSDA in at least one of the following disciplines as listed below: C008 GENERAL CONSTRUCTION; AND/OR C009 GENERAL CONSTRUCTION/ALTERATIONS&ADDITIONS; AND/OR C068 ROOFING MEMBRANE MODIFIED BITUMEN No bidder who is on the State Treasurer's or the Federal Government's List of Debarred, Suspended or Disqualified Bidders shall be eligible to bid on this project. No bid may be withdrawn for a period of sixty (60) days from the opening of the bids. The Rochelle Park Board of Education reserves the right to reject any or all bids pursuant to N.J.S.A. 18A:18A-22, those deemed to be non-responsive, and those bids submitted by bidders deemed not to be responsible under the Public-School Contracts Law. The Rochelle Park Board of Education may also waive any informality in the bidding process in accordance with the law if it is in the best interest of the Board of Education. The contract, if awarded, shall be awarded to the lowest responsible bidder whose bid is responsive in all material respects to the bid requirements. No bid shall be deemed accepted until the adoption of a formal resolution by the Rochelle Park Board of Education.
