Site work and paving for a road / highway in Blossom, Texas. Completed plans call for site work for a road / highway; and for paving for a road / highway.
As of June 10, 2024, this project has not yet been awarded. A timeline for award has not yet been established. This is a residential street reconstruction project for 780 LF of Elizabeth Lane and 810 LF of Carol Lane. Work includes excavation, subgrade preparation, asphalt pavement, concrete curb & gutter, ditch grading, driveway replacement, erosion control, and temporary traffic control. The project is funded by Texas Department of Agriculture CDBG grant, with specific requirements for billing and reporting. Estimate: $391,000 Each Proposal submitted shall be accompanied by an acceptable bidder's surety bond or a bid guaranty in the form of a certified check or cashier's check made payable to the City of Blossom in an amount not less than 5% of the greatest possible total amount of the Proposal submitted as a guarantee that, if awarded the contract, the Bidder will enter into a Contract and execute all necessary bonds and provide evidence of all required insurance coverage. All bidders' security will be retained until a contract has been awarded and executed. The successful bidder shall furnish performance and payment bonds in the amount of 100% of the contract sum as well as evidence of all required insurance coverage within ten (10) calendar days of notice of award. The successful bidder shall also furnish a Maintenance Bond in the amount of 15% of the contract sum covering defects of material and workmanship for two calendar years following the City's approval and acceptance of the construction. An approved surety company, licensed in the State of Texas, shall issue all bonds in accordance with Texas law The project to be constructed will be financed with assistance from the Texas Department of Agriculture (TDA) under the U.S. Department of Housing and Urban Development Community Development Block Grant (CDBG) program and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin. Adherence to the grant recipient's Section 3 Policy is required for all contracts and subcontracts. All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. Minority Business Enterprises, Small Business Enterprises, and Women Business Enterprises, and Historically Underutilized Business firms are encouraged to submit bids. The City of Blossom reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the City for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award
