NO QUESTIONS WILL BE ANSWERED BY ANY OTHER METHOD. There will be NO pre-qualification conference. In compliance with this Request for Qualifications, including all provisions and attachments referenced herein, and subject to all the terms and conditions set forth herein, the undersigned offers and agrees to furnish the services described. It is understood that this proposal may be modified, by mutual agreement in subsequent negotiations. PURPOSE The purpose of this Request for Qualifications (RFQ) is to obtain from interested Contractors their Statement of Qualifications in order to select a list of pre-qualified Contractors to submit proposals to act as Construction Manager at Risk on the CLE Ph 2 and Parking Structure Project. Project Description: The Center for Leadership and Ethics (CLE) Phase II project will create a multi-purpose facility serving Cadets, staff, employees, alumni and faculty at Virginia Military Institute. It will be located adjacent to the existing, Center for Leadership and Ethics (Marshall Hall) on 2.3 acres of land owned by VMI in the northwest corner of the main Post area. The project will include a 66,000 square foot, a multi-story facility featuring office spaces, classrooms, a theater, activity and event spaces, relocation of the VMI Museum housing multiple exhibits and historic gun collection, dining and food service areas as well as meeting rooms. Primary uses include cadet leader development activities, classroom and office space for mandatory leader development courses, hosting guest speakers, providing tours and interactive learning opportunities for visiting student and tour groups, supporting conferences and hosting special events. The project also includes construction of a 425 space, a multi-level parking structure as part of and adjacent to the Center for Leadership and Ethics, Phase II facility. The existing 149 car CLE surface lot will be eliminated to provide space for a traffic circle, parking structure entrance, pedestrian walkways and green space. Anticipated Construction Start Date: June 2026 Anticipated Construction Duration: 30 months Justification for CM at Risk: CLE Phase II and Parking Structure is a large, technically complex project located on a topographically challenging site in a sensitive, historic district. The location, topography, and layout of the site in this compact historic area will require early involvement by the CM for constructability reviews and design input due to the significant coordination and extreme care required to protect adjacent cultural and historic resources and adjacent properties belonging to Washington and Lee University (WLU). Early CM involvement is also critical to addressing difficulties associated with the site location (size, slopes, access, adjacent structures), traffic issues and unknown subsurface conditions. CM involvement in the design phase is essential to performing constructability analyses, planning for long lead-time items, sequencing and phasing of work, cost analysis and value engineering concurrently with the design process to ensure the project remains on schedule and within scope and budget. Site access is restricted to one highly used, restricted width, restricted turn radius, street making everything from material deliveries to utilities work and equipment erection difficult operations requiring detailed planning and coordination early in the design process.
