The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. MBE (2.9%), WBE (6.9%), SBE (100%) Project Description A. Project Purpose: The existing HVAC control system at the Northwest Oregon District Office is outdated and has reached the end of its useful service life. Comfort conditions have also been deteriorating in several areas of the building. Maintenance of the VAV terminal units above the ceiling on the second and third floors has been non-existent due to the requirement that portions of the decorative wood ceiling lattice must be removed to gain access to the VAV terminal units; the wood ceiling lattice sections are heavy and difficult to remove. This impacts energy efficiency, employee comfort, maintenance staff productivity, and control of indoor environmental conditions. Recommendations were made in the SI CASHE report from the November 2013 inspection at the Northwest Oregon District Office to upgrade and modify the existing HVAC control system, rebalance, and recommission the existing HVAC systems to improve operation. This work will also reduce the overall energy consumption of the building, which will improve the sustainability of the facility and help it to meet the following Guiding Principles for Sustainable Federal Buildings: 1. GP II - Optimize Energy Performance; Energy Efficiency. 2. GP IV - Enhance Indoor Environmental Quality; Ventilation and Thermal Comfort, and Indoor Air Quality. B. Project Work Elements: The work of this contract consists of: 1. Removal of the existing decorative wood ceiling lattice in the open office areas on the second and third floors to make the VAV boxes above the ceiling more easily accessible for regular maintenance and to brighten up the open office spaces. 2. Removal of the damaged existing suspended ceiling tiles and grid on the second and third floors. 3. Replacement of the existing Honeywell DDC HVAC control system with a new Johnson Controls Metasys DDC HVAC control system, including replacement existing reheat coil and heating coil control valves, control valve actuators, damper actuators, sensors. etc. 4. Development of graphics for the new control system. 5. Installation of isolation dampers for existing exhaust fans and other work incidental to upgrading the controls. 6. Installation of additional VAV terminal units and associated ductwork for private office spaces that have been constructed since the building was built. 7. Bid Option A: Replacement of the existing roof-mounted condensing unit CU-1 and CU-2. 8. Ductboard repair. 9. Installation of new suspended ceiling tiles in the open office areas on the second and third floors where existing tiles are already damaged or damaged as part of the project. 10. Replacement and painting of GWB where removed. 11. Testing, adjusting, and balancing the HVAC systems. 12. Commissioning the HVAC systems and the new HVAC control system. 13. Demonstration and training for BLM site personnel. C. Project Contract Type: All work shall be performed under a single contract. II. Project Location A.
