The Town of Blacksburg is soliciting proposals from qualified professional civil engineering services for the surveying, development of plat exhibits for right-of-way acquisition, and construction plan development for the Clay Street Sidewalk and Stormwater project. The project will result in the design of a new 5’ -6’ wide sidewalk connection along the south side of Clay Street from Church Street to Jefferson Street (approximately 2600 feet), with adjustments to Clay Street to facilitate bike mobility and improve storm drainage. The addition of sidewalk in this location would provide a connection between existing sections and complete the network along Clay Street. Curb, gutter, and a drainage network would be added along the length of the project, as needed, and the roadway section would be widened, where applicable, to provide appropriate on-road bike facilities. The addition of sidewalk and widening of the road will require stormwater management considerations and special attention will need to be given to the management of runoff due to the sensitive nature of the existing watershed. Small adjustments to the current Clay Street alignment, both vertical and horizontal, would be made to improve areas of poor sight distance and excess grade change. This project will complete the sidewalk on the south side of Clay Street and address safe pedestrian passages along the project length. VDOT standard curb and gutter is desired on both sides of the road. Design for adequately sized storm drainage shall be included in the project area. Stormwater management facilities may be located off-site due to topography and narrow project area. Question Deadline 04/17/2024 at 5:00 PM ET As of October 16, 2024, per owner a design team has been identified. The design/construction timeframe has not been fully developed. Design is expected to start within 30 days, at which time they will have a better idea. The Town expects to have 100% construction plans by March 2025.
