The Department of Beaches and Harbors (DBH), as part of its own operations, maintains bathroom facilities at various beaches throughout Los Angeles County. DBH's Malibu and San Pedro facilities utilize septic systems to collect and treat public waste, and discharge into leach fields or an ocean outfall. The septic systems require routine maintenance such as cleaning filters, chemical adjustments, and UV bulb replacements to maintain proper functioning as intended, and to meet the water quality standards set forth in the Waste Discharge Requirements (WDR) issued by the State Water Resources Control Board. The waste materials must also be disposed of in a manner that complies with all Federal, State, County, and City laws and/or ordinances. Minimum Mandatory Requirements: Contractor must include copies of all valid certificates that demonstrate qualification to maintain the DBH septic systems: Certified AdvanTex(R) Service Provider Certified Microseptec Service Provider Tasks: To ensure the DBH's 18 septic systems (Exhibit 1) are properly maintained and functioning as intended and to meet the water quality standards set forth in the WDR for each site. Note that the pump outs are not included in this SOW. Deliverables and Bidder Responsibilities: Contractor is expected to perform maintenance activities in accordance with the Operation and Maintenance (O&M) Manual (Attachment B) for each septic system. Contractor will be provided telemetry access to all septic systems. All work performed should be recorded in the field, using Attachment A DBH Maintenance Inspection Form, and submitted to the Contract Administrator. Contractor is responsible for repair and chemical adjustments, as needed, and when effluent water quality does not meet the water quality standards. Contractor may be asked by DBH to assist the Monitoring and Reporting Consultant with accessing sampling points of the septic systems during the regular servicing visits. Remote System Monitoring Contractor shall inspect and calibrate all sensors and controls to assure proper performance and reporting of the telemetry unit. Contractor shall monitor the system for performance and respond to the system alarms. In the event a system alarm is received, Contractor shall first attempt to correct the system fault remotely.
