The City of Springfield is requesting proposals for the redevelopment of a railroad parcel located at the intersection of Hendee Street and Factory Road in East Springfield. The parcel is .32 acres and has an assessed value of $39,400. The property is being sold and the City makes no representations regarding the environmental and/or physical condition of the property. The City will require the buyer to assume responsibility for these conditions. Prospective proposers should undertake their own reviews and reach their own conclusions concerning zoning, title and survey matters, required approvals, physical conditions, environmental conditions, reuse potential, utility services and development, leasehold, legal and other considerations. Proposers are responsible for making their own determinations of existing conditions. SITE INFORMATION The site includes one (1) City-owned property, the Boston and Albany Railroad Parcel #016450020. The property is currently assessed at $39,400 and is .32 acres. The City took the property through tax title in 2007. It is sandwiched between the I-291 highway and Page Boulevard, two significant commercial corridors. The parcel is zoned for Industrial A, so any proposals including residential or commercial use would require zoning variances. The railroad occupies the majority of the square footage and there is a railroad crossing on the northeast corner of the parcel. The site is currently abutted by private railroad parcels and a few industrial offices. The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals.
