Contractor shall perform rehabilitation of the existing coated SPF Roofing System. Using good roofing practice, some areas may require removal of the coating and/or the insulation; other areas shall require surface preparation and recoating with silicone coatings and granules. Areas shall be as described by the specifier and/or the contractor. All applicators are required to take and pass the CPI Health and Safety Training before using SPF materials for this project. CHPS seeks a contractor to provide all material, labor, equipment, fees and insurance coverage to complete the work as outlined in the attached specifications and drawings for the roof rehabilitation: Colonial Heights High School, 3600 Conduit Road, Colonial Heights, VA 23834 Once the Notice to Proceed is given by CHPS, the contractor shall conunence work in ten (20) calendar days, and shall complete all work within one hundred and twenty 120) calendar days. If awarded the contract, the contractor shall furnish a performance bond and a labor and material payment bond for the total amount of the bid. The performance bond and labor and material payment bond shall be approved by the City Attorney. In lieu of a bid, performance or payment bond, a bidder may furnish a certified check or cash escrow in the face amount required for the bond. Upon approval of the City Attorney, a bidder may furnish a personal bond, property bond or bank or saving and loan associations letter of credit on certain designated funds in the face amount required. Approval shall be granted only upon a determination that the alternative form of surety affords protection to CHPS equivalent to the corporate surety's bond. The contractor may require as part of the agreement between the subcontractor and the contractor, a payment bond with surety thereon in the amount of 100% of the work sublet to the subcontractor which shall be conditioned upon the payment to all persons who have unfulfilled contracts, which are directly with the subcontractor for performing labor and furnishing material in the prosecution of the work provided for in the subcontract.. Each such bond shall be constructed, regardless of language, as incorporating, within its provisions, the obligation to pay those persons who furnish labor or material as aforesaid; provided however, that subcontracts between the Contractor and the manufacture or a fabricator shall be exempt f rom the provision required a payment bond and provided furthei. that subcontracts for less than $10,000 are also exempt hereunder. The owner may make such investigations as he deems necessary to determine the ability of the bidder to perform the work and the bidder shall furnish to the owner all such information and data for this purpose as the owner may request. The owner reserves the right to reject any bid if evidence submitted by or investigation of such bidder fails to satisfy the owner that such bidder is properly qualified to carry out the obligations of the contract and to complete the work contemplated therein. Conditional bids will not be accepted. CHPS reserves the right to caned and terminate any resulting contract, in part or whole, without penalty, upon written thirty (30) day notification to the contractor. Any contract cancellation shall not relieve the Offeror of the obligation to deliver and/or perform on all outstanding orders issued prior to the effective date of cancellation.
