The purpose of this document is to provide interested parties with information to enable them to prepare and submit a solicitation response for planning, providing, and installing a new playground at McCarthy Youth and Conservation County Park in the Town of Sun Prairie. The new playground will be located at 4841 County Highway TT in Cottage Grove, WI 53527. The County intends to use the results of this process to award a contract(s) or issuance of purchase order for the product(s) and or services(s) stated above. The County will provide reasonable accommodations, including the provision of informational material in an alternative format, for qualified individuals with disabilities upon request. Question Submission Deadline: May 8, 2024, 4:00pm Question Response Deadline: May 14, 2024, 4:00pm All inquiries concerning this solicitation must be submitted via Electronically. Dane County strongly encourages all vendors to submit proposals well in advance of the solicitation deadline. By doing so, if there are any technical difficulties, there is time to attempt to resolve the situation before the deadline. Late bids will not be accepted. SUBMITTAL INSTRUCTIONS Dane County reserves the right to accept any part of this bid deemed to be in the best interest of the County. The County also retains the right to accept or reject any or all bids. The County reserves the right to accept any part of a submission deemed to be in the best interest of the County and to reject any and all proposals and to negotiate the terms of the contract, including the award amount, with the selected proposer prior to entering into a contract. If contract negotiations cannot be concluded successfully with the highest scoring proposer, the County may negotiate a contract with the next highest scoring proposer. The County department(s) utilizing the service will be responsible for drafting, coordinating, monitoring and administering the resulting service contract/purchase order. The department shall be responsible for notifying the awarded vendor about contract renewals or extensions. Any modifications or additions to the contract(s)/purchase order(s) shall be communicated by the department to the Purchasing Division. The County reserves the right to add new items and locations at a price conforming to other like items on the contract. The procedure for such additions shall be as follows: The County Purchasing Officer will contact the vendor requesting pricing for the item(s) to be added. The vendor, within three working days, should respond in writing and include the bid number, contract period and the price for each item or service to be provided. Upon receipt, the County shall issue a Change Order adding the service or product(s) to the Contract or Purchase Order. The County reserves the right to accept or reject prices and obtain bids on the open market for these add ons. When applicable, Contractor may be required to sign a Dane County Contract. If for any reason the successful contractor fails to fulfill the requirements of the contract for providing the specified services, the County shall have the right to cancel the contract at any time and negotiate for the services with another contractor. Project Overview The project purpose is to create a new playground at McCarthy Youth and Conservation County Park in the Town of Sun Prairie. McCarthy Park was founded in 1974 by a gift from the Russell and Ella McCarthy with a vision for the park to become "a place where kids from the city could learn about nature." The goals of the proposed playground are to expand on this vision through engaging youth in non-scriptive outdoor play and developing a stronger connection to nature. The play space should incorporate and take advantage of the existing viewsheds and proximity to the park shelter installed in 2023. The playground must meet current safety and ADA guidelines. Attachment A includes a project location map. The new playground should include a variety of play elements with an emphasis on developing children's understanding of nature, as well as encouraging motor and developmental growth - the design should consider a variety of mobility levels; accommodate natural/adventure features such as but not limited to a balance course, log climber, boulders, etc. but also include features to educate and promote imaginative play- such as viewports, interactive panels, and interpretive signage. Attachment B includes a project site map and Attachment C includes photographs of the existing site. The project also entails the installation of ADA accessible engineered wood fiber playground surface, concrete edging for the perimeter of the playground area, and concrete sidewalk necessary to provide access to the playground from existing parking lot and shelter areas. Dane County Parks staff prepare subgrade to within 6" of the final design elevations based on the approved design. Vendor will be responsible to provide necessary base, playground equipment and installation, and concrete placement and finishing to complete the design. Cost shall not exceed $160,000 which includes materials, equipment, installation/labor, footings, base, playground surfacing, concrete edger and sidewalks. Unless specifically expressed otherwise in writing, goods and equipment purchased as a result of this request shall be warranted against defects by the vendor for one (1) year from date of receipt. An equipment manufacturer's standard warranty shall apply as a minimum and must be honored by the vendor. County reserves the right to terminate any Agreement due to non-appropriation of funds or failure of performance by the vendor. This paragraph shall not relieve County of its responsibility to pay for services or goods provided or furnished to County prior to the effective date of termination.
