The Town of Willsboro owns and operates one sewage treatment facility located at 76 Gillilland Lane in Willsboro, NY. The plant collects all the wastewater from the Hamlet of Willsboro and discharges the effluent into the Boquet River, a tributary of Lake Champlain. The Willsboro plant has a membrane bioreactor ("MBR") treatment process with closed vessel UV disinfection that was constructed in 2019 in accordance with State Pollution Discharge Elimination System (SPDES) Permit 0239682 issued by the New York State Department of Environment Conservation (NYSDEC) The Towns WWTP has a modified secondary clarifier from the old treatment process that now functions as an equalization ("EQ") tank, but is limited to 24,000 gallons. The Town also experiences highly variable flows due to inflow and infiltration ("I&I") and the MBR is not able to keep up with the treatment demand. In 2023, there were (2) instances of partially treated overflows due to the small EQ volume capacity. Additionally, the MBR's cleaning maintenance process requires taking the MBR off-line to perform backwashing and cleaning; this can only be accomplished during extremely low flows. The Town requires an additional EQ tank and MBR cleaning tank that is sufficiently sized to address the scope of needs and maintain SPDES compliance. The Town further requires an expansion for their lab facilities to provide a longer term solution from the transition from the older RBC process to the new MBR process that requires more frequent and rigorous sampling and lab testing. Minority and Women-Owned Business Enterprises (M/WBE) businesses and Section 3 businesses are strongly encouraged to participate in this project. The Town is an equal opportunity employer. In addition to the proposal, Respondents shall submit executed non-collusion certificates signed by the proposer or one of its officers as required by the General Municipal Law Sec. 103d. The Respondents shall also submit an executed certificate of compliance with the Iran Divestment Act signed by the proposer or one of its officers as required by the General Municipal Law Sec. 103g. The Town reserves the right to except any and all proposal(s), reject any and all proposals not considered to be in the best interest of the Town, and to waive any technical or formal defect in the proposals which is considered by the Town to be merely irregular, immaterial, or unsubstantial. Contract term: Approx 1 year Any contract awarded pursuant to this Solicitation shall be for a contract period of approximately 1 year and will expire upon completion of the projects' administrative close out. Substantial completion of the project deliverables must be completed no later than 4/01/2025, and administrative closeout must be complete no later than 5/01/2025. Town Board Proposal Review: 5/03 - 5/07/2024 Contract Awarded estimated: On/About 5/08/24 The method of Contractor Selection has not been Determined at this time. The Town reserves the right to except any and all proposal(s), reject any and all proposals not considered to be in the best interest of the Town, and to waive any technical or formal defect in the proposals which is considered by the Town to be merely irregular, immaterial, or unsubstantial.
