**ALL questions must be submitted via email to james.boisjolie@gsa.gov and laura.funk@gsa.gov REFERENCE NUMBER: 47PJ0024R0071-S PROJECT TITLE: Office Refresh, Fargo, North Dakota DESCRIPTION OF PROPOSED WORK: The objective of this project is to provide new carpet, paint, ceiling tiles and light fixtures in an office space located in the Fargo Federal Building/Post Office in Fargo, North Dakota. MAGNITUDE OF CONSTRUCTION: The estimated price range of this project is between $25,000 and $100,000. NAICS CODE AND DESCRIPTION: 236220, Commercial and Institutional Building Construction. SMALL BUSINESS SIZE STANDARD: $45.0 million The contractor shall provide labor, materials, equipment, and supervision necessary to perform: 1) Contractor shall remove all furniture to a staging area selected by the GSA. At completion of the project the contractor shall move all furniture back. 2) There is approximately 1,7002FT of wall to be painted. 3) Wall color shall be equal to Sherwin Williams Pro-Mar 200, color #7029 Agreeable Gray, eggshell. Submit color samples for approval prior to starting. 4) Contractor shall prep walls as necessary for completion of work. This includes priming, cleaning, and patching as necessary. 5) Prep work shall be performed to meet or exceed manufactures requirements. 6) All walls shall receive two coats of paint. 7) All products shall be low VOC and a MSDS shall be provided to the Government for approval during the submittal process. 8) Remove and dispose of all existing vinyl base. 9) Prepare the wall as required to install new vinyl base. 10) Provide approximately 185 LF of new 4" vinyl base around the room perimeters. Color shall be a dark gray. Submit product and color sample for approval. 11) Remove and dispose of the existing 4'x2' ceiling tiles, approximately 5402FT. The existing T-Bar grid shall remain. 12) Install new 4'x2' ceiling tiles. Tiles shall be Armstrong Cortega Second Look II for 15/16" Grid, 24x48x3/4 Nominal, tegular or equal. 13) Remove and dispose of the 10ea (verify), existing 4'x2' ceiling lights. Properly dispose of all existing light fixture materials. 14) Install 10ea (verify) new 4x2 LED light fixtures. Light fixtures shall be Lithonia 2BLT4 or equal. New lights shall have a color temperature of 4000K and be able to achieve an average maintained lighting of 40FC measured at 36" above finished floor. Existing lighting circuits are 277v/1ph (verify). 15) Remove and dispose of the existing 24x24 glue down carpet tiles. 16) Prepare the existing sub floor as per the carpet adhesive manufactures recommendations. Install floor leveler as required. 17) New carpet tiles shall be glue down 24x24, Tarket Aftermath II 03026 Merino 23504 or equal. 18) Install new glue down carpet tiles in a quarter turn pattern. 19) All removed or excess materials and rubbish shall be removed on a daily basis and legally disposed of off-site. 20) A staging area will be determined by mutual agreement after contract award. 21) The following information is provided for bidding purposes only. The contractor is advised to conduct a site visit and field-verify the exact information required for use in completing the work and submitting an offer. 22) No asbestos or lead containing materials shall be used. 23) All work shall comply with codes and standards applicable to each type of work through the course of this project including the National Electric Code (NFPA 70). Contractor shall also comply with the requirements of GSA Build Green Standards, and PBS P-100. 24) The Contractor is responsible for locating all utilities in project area, both public and private. GSA will make any existing drawing available for reference purposes only, actual locate is still contractor's responsibility. 25) The contractor is responsible for the protection of all existing building property surfaces from damage due to work performed under this contract. Damages to existing surfaces caused by the performance of this contract shall be repaired as to match the existing surface finish at no additional cost to the Government. 26) The Contractor shall remove all debris generated in the performance of this contract daily. TYPE OF SET-ASIDE: This procurement is set aside for award to qualified small businesses. Offers from other businesses including large businesses will not be considered. LOCATION OF THE WORK: Fargo, Cass County, North Dakota DATES: Solicitation Issue: April 16, 2024 Site Visit: 4/22/2024 at 10:30AM Offers Due: 4:00 p.m. CT on May 3, 2024 PROCEDURES FOR AWARD: The Government intends to award a contract resulting from this solicitation to the responsible offeror (s) whose proposal (s) conforming to the Solicitation will be most advantageous to the Government, price and other factors considered. The Government intends to award without discussions but reserves the right to do so. PLAN AVAILABILITY: The solicitation is available for electronic download at no charge from the System for Award Management website at sam.gov under "Contract Opportunities". AMENDMENTS TO SOLICITATION: It is the offeror's responsibility to monitor the GPE site at sam.gov for the release of any amendments. AWARD RESTRICTIONS: This procurement is offered for competition limited to eligible small business concerns. SITE VISIT: 4/22/2024 at 10:30AM BONDING: 40 U.S.C. chapter 31, subchapter III, Bonds (formerly known as the Miller Act), requires performance and payment bonds equal to 100 percent of the original contract price for any construction contract exceeding $150,000. SECURITY: All personnel are required to comply with the HSPD-12 directive prior to beginning work at this project site. Forms will be provided to the successful offeror after award. BUY AMERICAN ACT / TRADE AGREEMENTS: This procurement is subject to the requirements of the Buy American Act. Per Federal Acquisition Regulation (FAR) 25.401(a)(1), trade agreements (such as NAFTA) do not apply to acquisitions set aside for small businesses. Accordingly, any offeror proposing the use of foreign construction material, other than those articles listed in FAR 25.104, must request an exception to the Buy American Act as described in FAR Part 25.2. Such an exception must then be approved by the Government before the requested material may be used in this construction project. ELIGIBLE OFFERORS: All responsible Small Business firms may submit a proposal which shall be considered by the agency. Prospective offerors are required to be registered and active within the System for Award Management (SAM). You may access SAM via the following URL, www.sam.gov. DEFINITIZATION OF REQUESTS FOR EQUITABLE ADJUSTMENTS FOR CONSTRUCTION CONTRACTS: Definitized Change Order (DCO): a bilateral or forward priced change to the contract (i.e. supplemental agreement). Agreement on the change in price and terms/conditions is reached prior to executing the change order modification. In addition to the guidance found in FAR 43.204, PBS's preference is to always negotiate an equitable adjustment before issuing any modification. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
