Demolition, site work, paving, new construction and addition to a mixed-use development in Washington, District of Columbia. Completed plans call for site work for a road / highway; water / sewer project; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; for the addition of a educational facility; for the demolition of a educational facility; for the construction of a educational facility; and educational facility.

The District of Columbia ("District") Department of General Services (the "Department" or "DGS") is issuing this Request for Proposals ("RFP") to solicit design-build proposals ("Proposal(s)") from offerors ("Offeror(s)") interested in serving as the design-builder (the "Design-Builder" or the "Contractor") for the demolition/raze and infrastructure and roadway construction of the Fletcher Johnson Site ("FJS) located at 4650 Benning Road SE Washington, DC 20019 (the "Project"). The Department anticipates awarding a design-build contract (the "Contract") to the Offeror whose Proposal is most advantageous to the District pursuant to the evaluation and award criteria in Part 3. The Project includes full design and construction services for the raze of the existing, approximately 300,000 square foot school building, the infrastructure and roadways and a community park, in accordance with DMPED's Master Plan as set forth. The Design-Builder shall design, and construct roadway infrastructure for the Property consistent with the Master Plan, Attachment A1 and consistent with DDOT's standards for public rights-of way (Attachment A10), which consists of the development of streets with associated sidewalks and streetscape improvements including, but not limited to: a) improvements to the intersections of Benning Road, SE with 46th Street, SE and with E Street, SE; b) reconstruction of 46th Street, SE east from Benning Road, SE to St. Louis Street, SE; c) reconstruction of the missing segment of St. Louis Street, SE on the eastern perimeter of the Property; d) a new street bisecting the Property north to south from C Street, SE to 46th Street, SE; e) related sidewalks, street furniture, traffic lights, streetlights, trees, and other improvements; and f) wet and dry utilities including DC Water, Pepco, Washington Gas, Verizon and/or Comcast and any other necessary utility service. The Substantial Completion Date is May 31, 2027 with a key milestone date of July 15, 2025 for Phase I. The Administrative Completion Date will be November 30, 2027 ("Administrative Completion Date") Final Completion August 1, 2027. Offerors are required to submit with their Proposals a bid bond in the amount of five percent (5%) of the total price proposal in the form included as Attachment F. All bonding companies must be included on the Department of Treasury's Listing of Approved Sureties. Alternatively, Offerors may submit a cashier's check in lieu of a bid bond. However, in the event an Offeror who is awarded the Agreement fails to post a payment and performance bond for the full value of the Agreement, the Offeror shall thereby, forfeit the full amount of the cashier's check. If the Offeror chooses to submit a cashier's check in lieu of a bid bond, the Offeror must complete the form included as Attachment N and return, notarized, with the Offeror's Proposal.
