Authorized Representative: A representative of DC Water designated as DC Water's Authorized Representative for the purposes of this solicitation. DC Water's Point of Contact ("POC") is DC Water's Authorized Representative. Rights and Reservations of DC Water As it pertains to this procurement process, including SOQ/P submission and award of a Contract, DC Water reserves to itself all rights (which rights shall be exercisable by DC Water at its sole discretion) available to it under applicable law, including without limitation, the following, with or without cause and with or without notice: A. The right to cancel, withdraw, postpone or extend the qualification and/or Proposal development period in whole or in part at any time prior to the execution by DC Water of a Contract, without incurring any obligations or liabilities. B. The right to issue new procurement documents or to revise and modify, at any time prior to the submittal date, information included in this RFQ/P including but not limited to the dates set or projected, evaluation factors, and the responsibilities of the Proposers. C. The right to reject any and all SOQ/Ps received. DC Water reserves the right to suspend, withdraw, or amend this RFP at any time without any obligation to any Proposers.
