Site work for a water / sewer project in Elizabethtown, New York. Completed plans call for site work for a water / sewer project.

The Town of Jay, New York is seeking cost quotations from qualified and appropriately licensed water well services companies to complete public drinking water supply well drilling, installation, development, and testing as described below. Well drilling services requested will include well drilling, well construction and well/aquifer testing services. Drilling shall be accomplished in two distinct solicitation activities: 1) this RFP for Test Wells; and 2) a subsequent Production Well Bid to be advertised at a later time. Drilling shall be made by dual rotary, eccentric (e.g. Concentrix, Odex), or other casing-advancement method to penetrate and sample overburden deposits. Air/mud rotary drilling is not acceptable. The company selected to do the work (Contractor) is to install one or more six-inch diameter, screened overburden test wells on a Town-owned property located on Nugent Road in the Town of Jay. The objective of test well drilling and installation will be to sample and assess the suitability of the overburden deposits for development of a potable water supply production well. If promising overburden sediments are encountered, then a section of telescoping well screen may be installed in the test well to an appropriate depth, the casing withdrawn to expose the screen to the aquifer, followed by well development and pumping tests, as may be warranted, to assess the aquifer's potential yield, and to collect water samples for analysis of potability. If the test well installation efforts show that a sufficiently productive aquifer is present, the Town will be able to proceed to acquiring supplemental funding and project design. Subsequent to this, a conventional open-competitive bid shall be advertised to accomplish the 12-inch diameter production well to complete this action. If the Respondent is a partially owned or fully-owned subsidiary of another organization, identify the parent organization and describe the nature and extent of the parent organization's approval rights, if any, over the activities of the Respondent.
