Description of Work: The Project consists of sanitary sewer and water main systems replacement on Main Street. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form. Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing. Contact information and submittal procedures for such questions are as follows: A. Electronic inquiries shall be emailed to the following email address: doylem@delta3eng.biz Questions received less than three days prior to the date for opening of Bids may not be answered. No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least five percent (5%) of the amount bid, payable to the OWNER as a guarantee that, if the bid is accepted, the Bidder will execute and file the proper contract and bond within 15 days after the award of the contract. The certified check or bid bond will be returned to the Bidder as soon as the contract is signed. If after 15 days the Bidder shall fail to do so, the certified check or bid bond shall be forfeited to the OWNER as liquidated damages. The OWNER reserves the right to waive any informalities, or to reject any or all bids, or any part of a bid, and to award the Contract to the Bidder, who in the judgment of the OWNER, will best serve the interest of the OWNER.
