For the division of water for the department of public utilities as authorized by ordinance 1253-2023. Passed by council december 4, 2023. The Division of Water (CWD) intends to use this specification and the resulting requirement contract(s) to haul away and dispose of solid water treatment residuals from the Crown Water Works Plant and a water suspension of water treatment residuals from any of CWD's four water plants listed in Appendix A for a period of two years. It is anticipated up to two contracts may be awarded to fulfill the City's needs for this bid. The contractor shall furnish all labor, tools, and equipment, as required for hauling away the residuals, for either disposal in an Ohio EPA approved landfill or for re-use at an Ohio EPA permitted facility through an Ohio EPA approved re-use program for drinking water treatment residuals. The contractor must be familiar with and can demonstrate compliance with Ohio EPA Division of Materials and Waste Management (DMWM) permitting requirements for microcystin toxin in drinking water treatment residuals. The contractor must be able to provide continuous removal of residuals throughout the contract duration. Therefore, if the contractor's existing beneficial reuse permit expires prior to the end of the contract, the contractor must re-apply for and obtain an approved permit meeting all Ohio EPA DMWM and Division of Drinking and Ground Waters regulations, including the handling of microcystin-containing residuals. CWD understands permit renewals will incorporate requirements for microcystin-containing residuals and the possibility of mandated landfill disposal for residuals that contain microcystin exceeding the threshold value. To account for this uncertainty, CWD will provide an allowance for up to $1500 per truckload of material requiring disposal at an approved landfill based upon approval by CWD prior to disposal. The allowance is based upon hauling of residuals in a 30-yard truck and an assumed landfill fee of $50 per cubic yard of material. Due to the handling issues with liquid residuals, this landfill fee will also be applied for a single liquid tanker load. An allowance for possible Ohio EPA-mandated ELISA test methodology is also included if required based upon microcystin concentrations measured in the residual waste stream. Bond Notes: Each bid shall be accompanied by a bid bond signed by a surety.company authorized to do business in Ohio, or by a cashier's check or certified check on a solvent bank, which bond or check shall be in the sum of five percent (5%) of the amount of the bid, except that with bids for purchase contracts not in excess of Fifty Thousand Dollars ($50,000). Said bond or check shall be given as security that if the bid is accepted a contract will be entered into and the performance of it properly secured.
