Each bid shall be accompanied by acceptable bid security in the sum of five percent (5%) of the bid amount, a signed non-collusion affidavit and a signed bid form. The Lewis County Internal Services Department in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in Federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award. Question Submission Deadline:April 22, 2024, 4:00pm Project Scope and Compensation Project Scope: TPO Roof Replacement 1. Introduction: This document outlines the scope of work for the replacement of an existing TPO (Thermoplastic Polyolefin) roof with a new TPO roof. The project encompasses the removal of the old roof, installation of a new TPO roof system, installation of flashing/boots and all other necessary roofing components, and thorough cleanup of the roof, and site upon completion. 2. Objectives: The primary objective of this project is to replace the aging TPO roof to ensure the structural integrity of the building, prevent water leaks, and maintain a safe and functional environment within the building. 3. Scope of Work: 3.1. Removal of Old TPO Roof: - Remove existing TPO membrane, insulation, and any associated materials. - Inspect and repair any damaged substrate or underlying structure as necessary. - Dispose of old materials in accordance with local regulations and environmental standards. 3.3. Installation of New TPO Roof: - Install new TPO membrane in accordance with manufacturer's specifications and industry best practices. - Ensure proper sealing and adhesion of the membrane to prevent water infiltration. - Repair all old roofing penetrations to ensure TPO roof is properly supported. - Implement necessary roof penetrations for vents, HVAC systems, or other fixtures, ensuring proper waterproofing techniques are applied. 3.4. Installation of Flashing, Caulking, and Sealants: - Install flashing around roof edges, penetrations, and transitions to ensure watertight seals. - Utilize appropriate flashing materials compatible with the TPO membrane. - Seal all flashing joints and intersections to prevent water ingress. - Use caulking and sealants according to TPO manufacturer Specifications and Industry best practices. 3.5. Clean Up and Final Inspection: - Remove all project related debris, construction materials, and equipment from the roof and job site. - Dispose of waste materials in an environmentally responsible manner. - County Representative to conduct finale inspection with vendor. - Address any outstanding issues or deficiencies identified during the inspection. - Obtain sign-off from the client or project stakeholders to signify completion of the project. 4. Health, Safety, and Environmental Considerations: - Implement safety measures to protect workers and occupants of the building during construction. - Adhere to relevant safety regulations and industry standards. - Minimize environmental impact by recycling materials where feasible and disposing of waste responsibly. 5. Documentation and Reporting: - Maintain thorough documentation of project activities, including change permits, approvals, change orders, and communication Lewis County. - Compile a comprehensive record of warranties, maintenance requirements, and as-built drawings to be given to Lewis County Facilities Department for future reference. 6. Project Management: - Assign a dedicated project manager to oversee all aspects of the project, including scheduling, budgeting, and coordination of resources. - Establish clear lines of communication with the client, contractors, and subcontractors to ensure effective collaboration and timely resolution of issues. 7. Timeline: - The project is scheduled to commence on May 1, 2024 and must be completed by September 1, 2024, subject to weather conditions and unforeseen delays. 8. Conclusion: The successful completion of this project will result in the installation of a new TPO roof system, providing enhanced durability, energy efficiency, and protection against the elements. We require high-quality workmanship and ensuring the satisfaction of the County throughout the duration of the project. Compensation will be made the per the amount of the selected bidder, plus Washington State Sales Tax, upon completion of contract. Progress payments may be made at the County's discretion upon the County's approval of the Contractor's invoices, to the extent that said invoices reflect the completion of project milestones by the Contractor (milestones are points at which significant components of the project have been completed and at which tangible project deliverables of material value have been received by the County).
