Conceptual plans call for the addition of a municipal facility; for the demolition of a municipal facility; for the remodel of a 38,000-square-foot municipal facility; and for site work for a municipal facility.

As of May 28, 2025, per owner, this project has been put ON HOLD. A general contractor for construction has not been selected at this time. REQUEST FOR PROPOSAL The Commissioners of Wasco County request proposals from experienced firms interested in providing Professional architectural, engineering and construction management services. The intent of the County is to enter into a contract with the selected firm to develop construction design documents including all required engineering services for the new Wasco County 3rd street building and Courthouse remodels. The contract will include a fixed fee for the entire scope of the work. Firms responding to this request will be evaluated based upon their qualifications, prior experience, proposed schedule, a plan for completing work, associated fees, and other relevant factors. The primary focus at the 3rd street building will be to create an efficient and "one-stop" location for the constituents of Wasco County, while taking into consideration the long and short term space needs of several individual departments. Changes to the Courthouse building will include security upgrades, elevator addition and workspace remodels. The County may interview one or more of the top finalists. All proposers must be licensed to practice architecture within the State of Oregon. Failure to be licensed will be sufficient cause to reject proposals as non-responsive. This solicitation does not obligate Wasco County to pay any costs incurred in preparation or presentations, or to select any proposer who responds. The County reserves the right to reject any proposal not in compliance with all prescribed requirements and may reject for good cause any or all proposals upon a written finding that it is in the public interest to do so.
