Brown St & College St Storm Sewer Improvements. The City of Carrollton in accordance with Title VI of the Civil Rights Act of 1964 and 78 Stat. 252, 42 USC 2000d--42 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, part 21, Nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. A score of 1 to 10 will be given for each of the above criteria and the scores weighted based on the percentages listed above. The Contractor with the highest total score will be selected for the project. Each Bid must be accompanied by a Bid Bond duly executed by the Bidder as principal and having as surety thereon a surety company licensed to do business in the State of Georgia and listed in the latest issue of U.S. Treasury Circular 570, in the amount of five percent of the bid. A letter of credit or bank guaranteed check, from a local bank, may be submitted in lieu of bond. Cash or personal checks will not be accepted. The successful Bidder for this Contract will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of 100 percent of the Bid. Each Proposal shall be submitted in a sealed envelope with the Contractor's name on the outside of the envelope. The envelope shall clearly state "Sealed Proposal for the Brown St. & College St. Storm Sewer Improvements Project". The project consists of extending storm sewer systems on Brown Street near its intersection with Cherry Street and on College Street near its intersection with Cedar Street up to the new Carroll County Administration Building site located at 423 College Street. The project will include installation of new 18 and 24 storm sewer piping and drainage structures; saw-cutting and demolition of existing pavement, drives, and sidewalks as necessary for installation of the storm sewer systems; relocation of existing utilities where necessary; pavement, curb, driveway, and sidewalk replacement; re-striping roadway where pavement is replaced to match existing striping; traffic control; erosion control (installation, maintenance, and removal); and permanent stabilization. The contractor is expected to coordinate all lane/road closures required during construction with the City Engineer. The contractor will be required to maintain good communication and coordination with Project Engineer and City Engineer throughout construction of the project. The City reserves the right to reject any and all Bids, in whole or in part, with or without cause, and to waive informalities, technicalities or irregularities in the Bids or the Contract Documents. Also, this project is of sufficient complexity that the City reserves the right to reject any contractor who does not have previous experience with projects of a similar nature and complexity. The City, in its sole discretion, reserves the right to select the Bidder that it deems most advantageous to the City.
