Design, permitting and construction of a new elevator to serve the Ground Level to Concourse Level at the Pier 2 Passenger Terminal, Honolulu Harbor, Oahu. Direct All Questions Regarding This Rfp, Questions or Issues Relating to the Accessibility of This Rfp (Including the Attachments and Exhibits and Any Other Document Related to This Rfp) and Requests for Accommodations for Persons With Disabilities in Connection With This Rfp, to: Mr. Long F. Chen, Project Manager, Telephone (808) 587-1958 or Email Address Long.f.chen@hawaii.gov. Offerors shall allow enough time to mail or courier their proposal to meet the said due date and time. If the Offeror chooses to deliver their proposal by United States Postal Service (USPS), please be advised the USPS does not deliver directly to the State of Hawaii, DOT, Contracts Office, but to a central mailroom before final delivery to the Contracts Office. This may cause a delay in receipt of proposal(s) by the Contracts Office and the proposal(s) may reach the Contracts Office after the said due date and time, resulting in automatic rejection and return of proposal. The DOT shall not be responsible for proposals not received by the said due date and time due to mail or courier delivery delays. Electronic proposals shall not be accepted. Proposal envelopes shall be clearly marked "SEALED PROPOSAL", the Project Name and Number, and with Offeror's complete mailing address to the DOT, Contracts Office. To be eligible for award, offeror must possess a valid State of Hawaii General Engineering Contractor's "A" license, at the time Submission of a Qualification Proposal is due. Persons, firms or entities that are interested in being considered for providing the services described in this notice may download the RFP documents at online All Requests for Information (RFI) questions and Substitution Requests shall be received by email by May 14, 2024, at 2:00 p.m., HST. RFI questions received after the stated deadline will not be addressed. Substitution Requests received after the stated deadline will not be addressed. Verbal RFI(s) shall not receive a response. All responses to RFI questions shall be provided for clarification and information only and issued by formal addendum. Any amendments to the solicitation shall be made by formal addendum and posted in HANDS For additional information, contact Mr. Long Chen, Project Manager, by phone at (808) 587-1958 or by email as noted above. The State reserves the right to reject any or all proposals and to waive any defects in said proposals for the best interest of the public. Project Description The Project consists of installation of a new elevator to serve the Ground Level to Concourse Level at the Pier 2 Passenger Terminal, Honolulu Harbor, Oahu. A. Constructing a new gearless, machine room less, electric traction elevator, complete as indicated on the plans. Note that location indicated is preferred, however, Contractor shall be responsible for the meeting the design intent and shall have the liberty to make modifications to the plans. Contractor shall be ultimately responsible for the design, engineering and construction of the proposed elevator. B. Elevator shall have a rated capacity of 5000 pounds minimum, and have required entrances for proper operations. Elevator equipment and finishes shall be constructed for the maritime location of this project. Elevator and components shall be warranted for a period of two-years with two-years maintenance service. C. Pit shall be of concrete with waterproofing. Shaft shall be minimum reinforced masonry with concrete roof with a warranted roofing system. Waterproofing shall have a no-dollar limit, labor and material warranty for 20-years from date of final project acceptance. D. Penetration of shaft through the existing terminal roofing shall be flashed and fully water tight. Existing roofing is under warranty. Flashing and repairs to existing roofing shall be performed with approved materials by a manufacturer approved applicator to maintain warranty of the roofing. E. Elevator shaft concrete roof shall be provided with a 20-year full labor and material warranty roofing system. F. Install new roll-up door at Ground Level and extend Passenger Queuing flooring and construct new elevator entry corridor. G. Renovate Concourse Level to create access to new elevator entrance. H. Finish all new construction to match existing. Floor finish connecting to the Ground Level and Concourse Level. Walls and ceilings shall match color and finish with the existing adjoining spaces. I. Install new elevator pit and provide access ladder for pit. J. Install new elevator sump pit, pump and discharge piping. New piping shall connect to existing underground 4-inch waste running near the new elevator location.
