Western Washington University is seeking proposals for the following project: FX Hydronic Repair - Phase 2 PW827, a project involving the replacement of in slab hydronic piping in the Fairhaven residence halls. The Architect/Engineer's estimate: $750,000. MWBE: Western Washington University is committed to providing the maximum practicable opportunity for participation by minority and women-owned businesses (MWBE) in public works. Voluntary goals for this project have been established as 10% MBE and 6% WBE. Participation may be either on a direct basis in response to this invitation to bid, or as a subcontractor or supplier. However, no minimum level of MWBE participation shall be required as a condition for receiving an award and bids will not be rejected or considered non-responsive if they do not include MWBE participation. Bidders may contact OMWBE at (360) 753-9693 to obtain information on certified firms. Potential bidders are highly encouraged to prepare and submit bid submittals at least thirty (30) minutes prior to the deadline in order to reduce the likelihood of any last-minute technical issues. i. Please Note: The e-Builder bidding portal is a separate platform, and you will need to create a new account the first time you use it, even if you already have an e-Builder login. ii. A scope of work must be defined, a maximum not to exceed cost agreed upon, and any estimated modification to the contract completion time determined. The method of final cost verification must be noted and supporting cost data must be submitted in accordance with the requirements of section 8.3A. Upon satisfactory submittal and approval of supporting cost data, the completed FA will be processed into a change order. No payment will be made to the Contractor for FA work until that FA is converted to a Change Order. WORK INCLUDED A. Base Bid: The following scope of work is expected; unless noted otherwise, the contractor shall provide a complete and finished project: 1. Replacement of hydronic heating pipe in sleeves below existing concrete floor slabs in Fairhaven Stacks 2, 4, 10, 11 and 12. Existing Schedule 40 iron pipe will be replaced with PEX piping. 2. Replacement of a limited number of baseboard radiator control valves in select resident rooms. B. Alternate Bids 1. See Section 01 23 00 for alternate bid descriptions. SCOPE OF WORK A. This section identifies guaranties and warranties for materials specified elsewhere for the project. Omission of an item in this section does not negate warranty information elsewhere in these Specifications. B. For specifications of guaranties and warranties, see individual technical specifications in Division 2 – 45. C. Contractor, subcontractor, or supplier shall respond to warranty request work within 24 hours from the time of request for warranty service by the Owner or WWU may perform corrective work and back charge the Contractor. Corrective work performed by the Owner will not void Contractor’s warranty. A. Work included: Temporary facilities and controls required for this work include, but are not necessarily limited to: 1. Temporary utilities such as water and electricity. 2. Sanitary facilities. 3. Enclosures such as barricades. 4. Fencing of the construction area. 5. Waste material disposal. B. Related work described elsewhere: 1. All equipment furnished by Contractor or Subcontractors shall comply with all requirements of pertinent safety regulations. Equipment furnished by the individual trades in execution of their own portions of the work are not part of this Section. Refer to section 01 35 23, Safety and Health for additional specifications. Contractor shall be responsible for all cutting, fitting and patching, required to complete the Work, or to: 1. Make its several parts fit together to provide for installation of ill-timed work. 2. Uncover portions of existing work to provide for installation of new work. 3. Remove and replace defective work. 4. Remove and replace work not conforming to requirements of Contract Documents. 5. Remove samples of installed work as specified for testing. 6. Provide routine penetrations on nonstructural surfaces for installation of piping, wiring and ducts. WORK INCLUDED A. Within fourteen (14) days after notice to proceed, prepare and submit a preliminary construction schedule through e-Builder. B. Prepare and submit a four (4) week interval schedule weekly. C. Maintain schedule on e-Builder and update weekly as needed. Work includes complete mechanical systems indicated on the drawings and specified. The Bid and Contract Documents and General Requirements of the specification are a part of this division of the specification. Where the word “provide” is used, it means “furnish and install complete and ready for use.” Provide supervision, labor, material, equipment, and machinery necessary to complete the mechanical systems. Provide finished work, tested and ready for operation. WORK INCLUDED A. Valves B. Balancing valve bonnet assembly WORK INCLUDED A. Pipe Hangers and Supports B. Seismic Protection of Piping and Equipment A. Mechanical Systems Painting B. Fire Protection Piping A. All work related to testing, adjusting and balancing for HVAC to be performed by owner and shall be excluded from contractor’s scope of work. These Division 21 Bid Documents do not provide for or cover the identification, removal, encapsulation, or disposition of such materials. Contractor shall keep on the Work or project site a copy of the Drawings, Specifications, addenda, reviewed Shop Drawings, and permits and permit drawings.
