The Columbus Regional Airport Authority will vote Tuesday on a resolution to approve the additional funds for construction company Hensel Phelps. With that money, the construction team can proceed with work on roadways, surrounding earthwork, electrical, roadway signage, pavement markings, underground utilities, storm drainage and sanitary sewer and waterline connections, according to the resolution. The Hensel Phelps team, the project's construction manager at risk, already has received more than $282 million for various project-related services. This expenditure, funded by airport reserves and debt services, is another piece of a multi-phased project to replace the airport's aging terminal. Overall, the terminal project will create a 1 million-square-foot terminal and additional parking with the following funding: $1.52 billion through the sale of bonds. $140 million in federal grants. $240 million from the authority. $100 million in other funds. This latest appropriation follows the April board approval of a nearly $180 million parking garage project. The garage will replace the McDonald's at 4250 International Gateway and feature 5,000 spaces and 100 EV charging stations. To date, the airport has appropriated more than $430 million for the terminal project. Officials expect to open the terminal in 2029. Existing terminal demolition is set to take place between March 2029 and June 2030. ________________ https://www.bizjournals.com/columbus/news/2024/06/17/one-time-strategic-community-investment-fund.html An influx of funding could go to a number of notable Central Ohio projects if a bill created in the Ohio Senate moves forward. The One-Time Strategic Community Investment Fund, which was established under the state's current operating budget, was created by the Ohio House and Senate, each of which was given a chance to add projects. The House already created its list and the Senate introduced its picks last week. The fund set aside $700 million for projects that might not qualify as part of the state's traditional capital budget, which is approved every two years. In Central Ohio, tens of millions of dollars could be used to support projects including a new terminal at John Glenn Columbus International Airport, a training facility at the Ohio Center for Advanced Technologies and construction of a new concert hall for the Columbus Symphony Orchestra. It is expected to be completed by 2029. The Scope of Work includes dirt excavation/embankment, pavement demolition, storm sewers, asphalt paving and marking, grading, seeding and mulching, and electrical signage and lighting. The engineer's estimate for this project is $75,623,954.00. CRAA will reject any bids or unsolicited bid addenda that are received after the deadline. CRAA will reject late bids regardless of the cause for the delay. All questions must be asked in B2Gnow and all answers will be posted in B2GNow. CRAA reserves the right to reject any or all bids and to waive any informalities, irregularities, and technical defects of a minor nature. The Contract will be awarded to the lowest responsive and responsible bidder in accordance with Section 9.312 of the Ohio Revised Code. The Columbus Regional Airport Authority, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award.. SURETY REQUIREMENTS: The bidder must provide the required surety documentation at the time of the bid due date and time. The documentation shall comply with the requirements in 49 CFR Part 18.36(h)(1) and the Ohio Revised Code (ORC) Sections 153.57 and 153.571. These ORC Sections detail the requirements, however a list with percentages is provided below. Any Check or Letter of Credit instrument listed shall be drawn on a solvent bank authorized to do business in the State of Ohio, payable to the Columbus Regional Airport Authority. Acceptable surety documents in an amount equal to 10% of the Bid Price including Alternates: An irrevocable Letter of Credit, or Certified Check, or Cashier's Check Acceptable surety document in an amount equal to 100% of the Bid Price, including Alternates: A Bid and Performance Bond executed by the bidder and a surety company authorized to do business in the State of Ohio and satisfactory to CRAA, in substantial compliance with 49 CFR Part 18.36(h)(2) and the Ohio Revised Code Section 153.571 and a Payment Bond in accordance with 49 CFR Part 18.36(h)(3). If the bidder is providing a certified check or cashier's check as security, please mail the check to: CRAA, L-3459, Columbus, OH 43260. When submitting the security check, please indicate the project name on the check. Surety may also be submitted by EFT. To submit by EFT, please email CRAAProcurement@columbusairports.com. After the execution of the contract and as appropriate, the Columbus Regional Airport Authority will refund any non-awarded bidder for the amount that previously received by CRAA.
