The purpose of this Request For Information ("RFI") is not a solicitation to procure. The purpose is to conduct market research to identify capable parties having an interest and ability to enter a 20-year offshore wind ("OSW") power purchase agreement ("PPA") with the State of Maryland. This OSW RFI is in addition to any formal forthcoming virtual pre-bid conference that would occur after the procurement solicitation posting once a date is determined. BACKGROUND a) Passed into law during the 2023 session of the Maryland General Assembly, SB 0718 (POWER Act) Section 7-704.4, requires the Maryland Department of General Services (DGS) to issue a competitive sealed procurement solicitation to enter into a minimum twenty-year power purchase agreement (PPA) to procure up to five million megawatt-hours of offshore wind energy and associated renewable energy credits. b) An additional intent of this RFI is to gauge the potential opportunities for MBE/SBR/VSBE participation in regard to a future solicitation.
