3.1 The Project site is located approximately 6.5 miles northeast of the City. Access to the Project site area is via Valley Center Road, Lake Wohlford Road, and Oakvale Road. 3.2 The existing Lake Wohlford Dam ("Existing Dam") and Reservoir is owned and operated by the City, and is located within the County of San Diegos unincorporated Valley Center Community Planning Area, on land owned by the City of Escondido. The Existing Dam was originally completed in 1895 for water supply and flood control purposes by the City. During 1924-1925 the Dam was enlarged to address issues that occurred during a 1916 storm event. The original dam was a 76-foot high rockfill dam. During its enlargement a solid dike was placed upstream of the original rockfill dam with hydraulic fill placed between the dike and the original rockfill. In 1932 additional improvements, including 20- to 30- foot-long sheet piles were installed along the crest of the dam to reduce seepage. In 1984 a 3-foot parapet wall was added to meet Department of Dam Safety ("DSOD") freeboard requirements.
