This document constitutes a request for competitive, sealed proposals for the provision of utility locating services services for the City of Columbia, Missouri (hereinafter referred to as City) as set forth herein. June 2024 Contract Start Date The purpose of this RFP is to procure contract locating services for the City's network of underground utilities, which consists of water, electric, sewer, and fiber optic cable. The contract will be executed on an as needed basis to accommodate prolonged, increased workloads such as large utility installation projects and the like. These projects often begin with little notice, last for several months or even years, and typically require one to four locate technicians, forty hours per week. In addition to locating services for large projects the City also may execute the contract for the collection of GPS points to aid in future locate requests and contractor oversight to ensure safe excavating habits and damage prevention. An Addendum to this RFP providing the City of Columbia's official response will be issued if necessary to all known prospective offerors. Questions must be submitted no later than 5:00 p.m. on April 23, 2024. The City of Columbia reserves the right to reject any or all proposals received in response to this RFP, or to cancel the RFP if it is in the best interest of the City of Columbia to do so. Failure to furnish all information requested in this RFP may disqualify the proposal. Any exceptions to the requirements specified must be identified in the proposal.
