Renovation of a military facility in Andrews Air Force Base, Maryland. Completed plans call for the renovation of a military facility.

PWS has been updated to Version 8. Under 1.3 Specific Requirement statement 1.3.1 was added. All other statements remain the same. 1.3.1 Contractor shall only install equipment IAW the Physical Access Control System (PACS) products listed under the "Approved" section which have met the security and functional requirements set by GSA's FIPS 201 Evaluation Program, and have been approved for use by the Federal Government. Products may be viewed at: FIPS 201 Approved Product List (idmanagement.gov) Funds are not currently available for this requirement. An award shall not be made until funds are certified and made available. This requirement is for removal, install, maintenance and repair of an automated entry control security system (AECS) vindicator-based badge entry combined with a pin-based reader that allows authorized personnel identified by management to enter the Andrews Regional Command Post (ARCP) at 1220 Operations Drive. The AECS system will need to be operational 24 hours per day, 7 days per week. The solution must employ state-of-the-art door entry reader technology capable of reading DoD Common Access Cards (with associated pin), and commercially available 125 kHz cards, as well as remote entry unlock capability, and four internally managed access configurations. The solution requires prompt service response and support in the event of system failures or malfunctions. The new system must be installed and maintained in accordance with the Performance Work Statement (See Attachment 1) and at locations marked in the Design (See Attachment 2). For offers to be considered a Site Visit must be attended. The Site Visit shall take place on May 16, 2024, at 11:00am. Use Attachment 4 - Visitor Request Form to submit information to corey.wallace@us.af.mil no later than May 13, 2024. Any question must be submitted to POC's by May 20, 2024, at 12:00pm EST. All responses will be posted on SAM.gov. Please see the attached Combo Synopsis and Solicitation and follow the Instructions to Offerors to provide an offer. Email offers to the primary and secondary points of contact by the response deadline of May 22, 2024, no later than 12:00pm EST. COPE The requirement for ARCP includes removal of existing and install of new ESS equipment and software in building 1220 located on Joint Base Andrews, MD that can be managed and operated within the ARCP to meet the requirements outlined in accordance AFI 31-101. The ESS system will need to be operational 24 hours per day, 7 days per week. The solution must employ state-of-the-art door entry reader technology capable of reading DoD Common Access Cards (with associated pin), and commercially available 125 kHz cards, as well as remote entry unlock capability, and four internally managed access configurations. The solution installation must minimize disruption and downtimes to the mission-critical operations conducted in the facility and ensure the Restricted Area remains secure. The solution requires prompt service response and support in the event of system failures or malfunctions. SPECIFIC REQUIREMENTS 1.3.1 The install shall use equipment that works with the Restricted Area Badge (RAB) issued that is a HID product part number 1386LGGMN with a format of H10301 with a facility code of 89. All readers will also support DoD Common Access Cards and commercially available 125 kHz proximity cards. 1.3.2 All equipment, hardware and software must be GSA approved to meet security guidelines and specifications. The contractor will remove and replace non-operational existing access control systems to effectively manage personnel access to the Andrews Regional Operations Center section of Building 1220. 1.3.3 The contractor will also replace the existing access control administrative system with an updated system. This system will have a software application capable of operating on the Air Force Standard Desktop Configuration on Windows 11. This system will be on a standalone network to ensure limited administrative access to the system. The preferred workstation will utilize a laptop; however, if the provided workstation is a desktop tower, the contractor will supply a monitor, mouse and keyboard for the administrative system. Also, the contractor will also supply proximity card readers for enrollment and programming access. 1.3.4 The contractor may reuse the existing cable for the existing door readers. Testing and revalidation must be done on any existing cabling/hardware prior to being used. In the event of faulty existing cabling, the contractor shall install new cable for the applicable component. 1.3.5 New composite cable will need to be used for the four (4) new door readers, the remote release switch for the outer and inner Command Post doors, and two door position switches. 1.3.6 The ARCP will have a total of thirteen (13) card readers, one (1) motion sensor, and two (2) Emergency Release buttons as part of the Automated Entry Control System. 1.3.6.1 The contractor will replace eight (8) existing door access readers with PIN capability and program doors for proper operation. 1.3.6.2 The contractor will remove three (3) exit motion sensors and replace with three (3) access readers with PIN capability. 1.3.6.3 The contractor will install two (2) card readers used to exit entrapment areas. 1.3.6.4 One (1) card reader with PIN capability and one (1) exit motion sensor will be installed for entry and exit for the Crisis Action Team (CAT). 1.3.6.5 The contractor will install a new emergency release for Entrapment Area 1 and reconfigure an existing emergency release for Entrapment Area 2 that will be used during emergency evacuations. The release will be located next to the inner most entrapment door that when activate will allow both inner and outer entrapment doors to be open simultaneous during an emergency. 1.3.7 The contractor will tag all new and applicable wires with the removal of existing panels. Contractor will properly dispose old panels. 1.3.8 The contractor will connect the administrative system and configure an entrapment area between the inner and outer Command Post doors, preventing both doors from being open simultaneously. 1.3.8 The contractor shall install one (1) door station controller with video intercom capabilities, and four (4) call buttons to be located on the outer side of each entrapment door. The contractor will configure the system to be capable of opening individual entrapment area doors and lock all doors during lockdown situations. The system shall be IP-based using CAT-5e or CAT-6 cable. 1.3.9 Contractor shall patch all wall damage that was caused by placement of removed panels and card readers. 1.3.10 The contractor shall provide one four (4) hour training session upon completion of install for up to four (4) users on system operation.
