Renovation of a municipal facility in Carmel, New York. Completed plans call for the renovation of a municipal facility.
The Owner is the Putnam County, and the work site is located in the Town of Carmel. The projects limits begin on Fair Street from its intersection with Gleneida Avenue (NY 52) and extend up to a point near John Simpson Road. The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the plans and described in these specifications including, but not necessarily limited to the following: full depth replacement of the roadway and associated pavement markings, construction of new sidewalks, replacement of the closed drainage system, construction of a stormwater bio-retention basin, replacement of (3) box culverts, installation of new street lighting, assist utilities in excavating for the undergrounding of utilities between Gleneida Avenue and Vink Drive, install new landscaping, modify the Gleneida Avenue traffic signal and remove/replace traffic signs. This is a Federal Aid Project and the latest revisions of the Standard Sheets & Specifications maintained by NYSDOT, which are current on the date of advertisement for bids, shall be considered to be in effect. All pay items and work encountered during the course of the contract shall be subject to the applicable Standard Sheets & Specifications unless otherwise noted in the contract documents. The DBE goal for this project is: 10% There are no M/WBE goals for this project. The EEO Employment goals for this project are: 22.6% Minority Employment Goal 6.9% Women Employment Goal Questions can be directed, in writing, to Alexis Hawley, Putnam County Purchasing Department, 40 Gleneida Avenue, Room 105, Carmel, NY 10512 or via email to alexis.hawley@putnamcountyny.gov. Questions will be accepted up until seven (7) days prior to the bid opening date. Bidders shall promptly notify the Purchasing Department of any errors, omissions, conflicts, ambiguity, etc. in/among the contract documents The successful bidder will be required to comply with all provisions of the Federal Government Equal Employment Opportunity clauses issued by the Secretary of Labor on May 2, 1968 and published in the Federal Register (41 CFR Part 60-1, 33 F.2 7804). This project is subject to New York State Department of Labor Prevailing Wage Rates PRC# NY2024004303 and Federal Davis-Bacon Labor rates. The higher of the two must be paid by the successful bidder. All work must be substantially completed within 730 calendar days from issuance of a Notice to Proceed, exclusive of any approved project shutdown. A pre-construction meeting including, but not limited to, the Contractor, the County, the County's representatives and the NYSDOT Local Projects Construction Liaison will be required before the issuance of the Notice to Proceed. The New York State Department of Transportation, in accordance with Title VI of the Civil Rights Act of 1964, 78 State. 252, 42 USC 2000d to 2000d-4 and Title 49 Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation and Title 23 Code of Federal Regulations, Part 200, Title VI Program and Related Statuses, as amended, issued pursuant to such Act, hereby notified all who respond to the related solicitation, request for proposal or invitation to bid that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, sex, age, disability/handicap and income status in consideration of award.
