The Town of Castleton, VT reserves the right to waive any informalities in, reject any and all bids, to make a partial bid award, or to accept any bid deemed to be in the best interest of the Town. PROJECT OVERVIEW The Town of Castleton seeks a quotation for annual roadway crack sealing. It is anticipated that the Town will contract out roadway crack sealing each year, the actual number of roads/areas contracted for service will be dependent upon quoted prices. GENERAL SPECIFICATIONS The Contractor shall take all reasonable precautions for the protection of property, personnel, other workmen, and the general public during the execution of the contracted service. The Contractor shall be liable for any and all damages occasioned by the contractor's neglect or that of his agents during the performance of all contracted services. The bidder agrees to acquire and maintain, at his/her own expense, General Liability, Automobile Liability and Workman's Compensation Insurance naming the Town of Castleton as an additional insured affording the following minimum coverages: General Liability Automobile Liability Workers' Compensation & Employer's Liability Before commencement of work, the Bidder shall give the Town Manager a certificate from the insuring companies indicating such policies have been issued and are in force, and that said insurance companies agree to notify the Town Manager at least ten (10) days prior to the date of termination of or change in said policies. The Contractor shall conform to all applicable Federal, State, and Local Laws and Ordinances. All crack sealing activities must conform to the latest version of the Vermont Agency of Transportation Standard Specifications for Construction (Including weather and temperatures).SEE ENCLOSURE All work completed is to be witnessed by the Highway Foreman or appointed employee. TEMPERATURE LIMITATIONS: The ambient air temperature shall be in the range of 40F to 104F and the pavement temperature shall be in the range of 50F to 140F. PREPARATION: Care must be taken in the preparation of all cracks to receive sealant material. All cracks must be clean, dry, and heated to ensure optimal bonding of the sealant material to the existing pavement. Bituminous Crack Sealing. All routed cracks shall be filled with sealant in the same work day 3 Cracks of 1/8 inch to 3/4 inch in width shall be shaped into a square cross-section of approximately inch in width by 3/4 inch in depth using a router or crack saw. All cracks to be sealed shall be routed or saw-cut. All material removed from the cracks shall be immediately removed from the pavement. Cracks greater than 3/4 inch in width shall only be prepared and sealed at the direction of the Engineer. Following crack routing or saw-cutting, the entire pavement area shall be cleaned using a power broom or blower device. Special care must be exercised in urban areas to ensure that the pavement area is cleaned after the crack sealing operation and to minimize the creation of dust in the cleaning process. Immediately prior to the application of the sealer material, all cracks shall be cleared of loose pavement, vegetation, sand, dust, and any other debris using the hot-air lance. The full length of the cracks shall be heated with the hot-air lance to improve bonding of the sealant and pavement. Care shall be taken not to burn or char the pavement. Any charred pavement shall be cut out and removed and the crack prepared and resealed. Winning bidder will be notified within 48 hours, with work expected to start after July 1, 2024, and be completed not later-than August 31, 2024. to review the scope of work and tour the roads /areas found in Enclosure 1. The Point of Contact is Highway Foreman Jeff Davidson (802)345-0598 No work shall be scheduled or undertaken on Sundays or legal holidays without prior approval of the Town Manager. Prices are to remain firm during the contract period. The contract period will run from the date the contract is awarded by the Town of Castleton through September 30, 2024. All work shall be done in a professional and workman like manner according to standard practices and in accordance with conditions contained in these contract documents. All areas will be properly maintained so that a good appearance is prevalent at all times. Provide a safe and secure work site when working in the Right of Way, including vehicular & pedestrian safety. Traffic control, including uniformed officers, flaggers, warning lights, barricades, and warning signs shall be provided by the Contractor as necessary to perform work in a safe and responsible manner. Unless otherwise specified, the roadway will be kept open to two-way traffic at all times with only minor delays. Contractor to provide all labor and materials - complete and in accordance with these specifications, based on estimated quantities.
