Request for Proposals ("RFP") is to obtain proposals from qualified firms to conduct and prepare a needs assessment and feasibility study the Town of Castleton can use to help determine whether to keep the former Castleton Village School as the future home of Castleton Recreation for the purpose of providing for an indoor and outdoor multi-generational recreation center, with outdoor recreation fields and courts, or to sell the building to a private buyer, who would agree to provide a long-term lease to the Town of Castleton for the same purpose. The Town is seeking a systemwide approach to evaluating current recreational facilities and amenities that meets the needs of the Town, and establish goals, develops policies, determines a program pricing methodology, and guidelines that nest or support achievable strategies for a viable and achievable recreation program. This approach must include consideration of selling the building to a private buyer who could then use it for purposes that would support economic development in the Town of Castleton, while providing a no cost (low cost) long term lease back to the Town, for the purpose of recreational programming. SCOPE OF SERVICES To provide an element of uniformity, each firm is asked to consider the following information when developing their work plan for this project. Professional services will include, but are not limited to the following: 1. Perform Project Overview a. Review existing plans and documentation b. Meet with project team and stakeholders c. Identify constraints and parameters i. Assess purpose and goals ii. Local market economy iii. Ability to fund the project 2. Market Analysis a. Service area identification b. Demographic characteristics, community profile c. Review of existing community facilities, programs and services d. Competitive market analysis e. Market segment determination and analysis 3. Citizen Participation Plan a. Review any existing research b. If needed, a random survey of potential users c. Conduct community meetings i. Determine community satisfaction with current services and facilities ii. Identify and confirm priorities for future recreation services and facilities iii. Assess willingness and ability to pay d. Conduct stakeholders' interviews e. If needed conduct focus groups f. Compile and interpret all information gathered c. Complete proposal evaluation (Town)- March 6, 2024 d. Finalize staff recommendation & present findings and recommendations at public meeting #1 - March 11, 2024 e. Public Meeting #2 & Award Contract - March 25, 2024 The method of Contractor Selection has not been Determined at this time.
