that the City of Salem will accept Proposals from experienced development firms interested in becoming the Redeveloper in connection with the planning, development and construction for one or more of the Properties within the City of Salem's Waterfront Redevelopment Project Area under a fair and open process. Sealed proposals will be received by the Clerk's Office of the City of Salem. Submission of proposals for consideration by the City of Salem will be used as the basis for an award to experienced development firms interested in becoming a Redeveloper in connection with the planning, development and construction for one or more of the Properties within the Redevelopment Project Area. Thereafter, the City of Salem shall select experienced development firms for potential redevelopment of one or more Properties within the Project Area, which selection shall be confirmed and/or approved as required by law. The City reserves the right to reject any and all proposals, and waive any irregularity or informalities in the proposals.
